Con Edison (CECONY) and Orange & Rockland (O&R) launched the Oracle iSupplier Portal on July 5th 2012. We would like to reiterate the established expectations and procedures for both Con Edison and Orange and Rockland suppliers.

Goods and services should only be provided upon receipt of a Standard Purchase Order (PO) through iSupplier. Without a Standard PO in iSupplier, you will not be able to submit an invoice in iSupplier. If a physical invoice is received by our Accounts Payable Department but no Standard PO was issued, the invoice will be returned. While some exceptions may apply (i.e. emergency/weather events), please be aware of this standard before fulfilling any request from a CECONY or O&R end user without a Standard PO.

Additionally, CECONY and O&R Standard POs require a three-way match between:

1) Standard PO
2) End User Receipt
3) Supplier Invoice

If one of these elements of the three-way match is missing, payment will not be processed. Standard POs will be in line-item format, and your invoices must match the format on the Standard PO. CECONY and O&R may negotiate a two-way match with suppliers in certain circumstances, such as the existing cross-dock program, and certain small-dollar, high-volume contracts. Therefore, any exception to the three-way match standard will be pre-negotiated and will be reflected accordingly in iSupplier

Invoices and receipts are matched to Standard POs in iSupplier, never Blanket Purchase Agreements (BPAs). As the supplier, you will not be able to create an invoice in iSupplier by querying the BPA.

Lastly, if you are a supplier with a Compass PO, you should not submit invoices in iSupplier. Continue to follow the established processes outside of the iSupplier Portal.
