Qualifications: Rate Engineering is seeking an experienced individual with exceptional analytical ability to join its group as a Section Manager in the electric and steam rates area. Must have in-depth knowledge of utility rate making issues including rate design, cost recovery mechanisms, tariff administration and customer billing practices. Must possess exceptional computer skills. Must possess exceptional decision-making skills as well as strong written and oral communication skills and presentation skills, and be able to handle multiple assignments with a high level of attention to detail. Must have excellent interpersonal skills and be able to lead projects involving internal and external organizations.


Must possess a Bachelor’s degree in business administration, engineering, mathematics, economics, accounting, finance or other related discipline. An MBA degree is desirable. The ideal candidate must have a minimum of ten years of work experience, including a minimum of five years of experience in utility rate matters.


Must have a valid driver’s license. Must be able and willing to travel within Company service territory, as needed.


Responsibilities: Supervise the design and filing of the Company’s electric and steam rate structures to meet the Company’s required revenue levels while recognizing cost of service indications, competitive conditions and customer impacts. Supervise the preparation of forecast energy supply charges and periodic reconciliations of competitive and non-competitive charges. Interpret regulatory commission orders and determine their impact on the Company’s tariffs and rate structures. Prepare or make recommendations on the necessary filing letters and accompanying tariff language, rate revisions and supporting workpapers to implement Commission orders and Company policy on rates and services to customers. Advise management and appropriate departments within the Company of the proper application of rates and adjustments to customer bills. Interpret, and answer inquiries, both internal and external, concerning provisions of the Company’s tariffs and rate adjustments. Assist in the Rate Engineering and cross-departmental team activities to develop, collect and analyze information and data required to implement programs that meet competitive challenges. Facilitate the training of staff to develop the skills required in the preparation of work assignments. Prepare expert testimony for presentation before regulatory agencies justifying various aspects of the Company’s policy on electric and steam revenue allocations, rate structures and rate provisions. Analyze testimony and exhibits of other parties and assist in the preparation of rebuttal testimony and cross-examination of opposition witnesses in regulatory proceedings. Maintain open communication with personnel at regulatory agencies and represent the Company at meetings with regulatory agencies and other stakeholders. Track industry developments in the areas of rates and maintain neat files and accurate records. Directly and indirectly design, modify and use computer systems (personal, department, and software applications) that provide data analyses which support the computation of the Company’s rates and other responsibilities. Ensure implementation of Company safety, health and environmental programs for employees whose work is directed. Ensure that safe work practices are followed and the environment is fully protected in accordance with Company policy and governmental regulations.
