Qualifications: Rate Engineering is seeking an experienced individual with exceptional analytical ability to join its group as the Section Manager of load research. Must possess exceptional decision-making skills as well as strong written, oral and presentation skills, and be able to handle multiple assignments with a high level of attention to detail. Must have excellent interpersonal skills and be able to lead projects involving internal and external organizations. Must possess exceptional computer skills and evidence familiarity with statistical applications.
Bachelor’s degree in business administration, mathematics, engineering, economics, accounting, finance or other related discipline required. An advanced degree in these disciplines is desirable. Must have a minimum of ten years of work experience, including a minimum of five years of experience in utility matters. Knowledge of load research and its associated statistical applications, a plus. Knowledge of meter and meter data technologies, software and databases, a plus.
Responsibilities: Supervise the Company’s load research program for Con Edison and O&R electric and gas and Con Edison steam. Prepare statistical sample designs and coordinate with designated field organizations to ensure project implementation. Maintain close collaboration with the various meter shops, keeping abreast of new technologies and metering issues related to customer sample points. Adjust load research samples to reflect installation of interval metering for entire population segments. Ensure that all load research computer systems address current business needs, including overseeing software upgrades or application overalls to keep pace with Company-supported computer platforms. Prepare and present detailed class demand studies and expert testimony before regulatory agencies justifying the basis for cost-of-service and ultimate class revenue allocation. Analyze testimony and exhibits of other parties and assist in the preparation of rebuttal testimony and cross-examination of opposition witnesses in regulatory proceedings. Maintain open communication with personnel at regulatory agencies and represent the Company at meetings with regulatory agencies and other stakeholders. Support internal organizations in the various uses of load shaping, including supply pricing and zonal load balancing. Ensure that all load shaping methodologies meet regulatory agency, e.g., NYISO and PJM, requirements. Track industry developments in the areas of load research and demand analyses and maintain neat files and accurate records. Participate with industry load research groups, e.g., Association of Edison Illuminating Companies’ Load Research Committee, as resources for academic and technological exchange. Assist in the Rate Engineering and cross-departmental team activities to develop, collect and analyze information and data required to implement programs that meet competitive challenges. Facilitate the training of staff to develop the skills required in the preparation of work assignments. Ensure implementation of Company safety, health and environmental programs for employees whose work is directed.
