Qualifications: Purchasing is seeking to hire a highly motivated, resourceful and articulate individual as a Procurement Specialist. A Bachelor’s degree is required: preferred fields are Business Administration, Management, Finance, Engineering, Supply Chain or a related field of study. The ideal candidate must have a minimum of 2 years of progressively responsible experience in the area of engineering, construction (including lump sum, unit price and time and material agreements), procurement or contract administration related to the solicitation, negotiation, award and administration of contracts. Experience in construction procurements and/or construction related work experience coupled with a proven track record in strategic sourcing is preferred. The selected candidate would have strong project management and analytical skills with excellent verbal, written and presentation skills. In-depth negotiation skills including planning and implementing negotiation strategies. Ability to interact with internal and external customers. The selected candidate must be proficient in the use of MS Office applications. Knowledge of Oracle is preferred. The selected candidate would support CECONY and O&R. Candidate must be available to perform off-hour emergency buyer functions, some of which may require working extended or non-traditional hours, including weekends and holidays. Must be willing and able to travel within Company service territory and supplier locations, some of which may require overnight travel. Candidate must possess a valid driver’s license.
Responsibilities: Prepare Requests for Quote (RFQ) and Invitation for Bid (IFB) by reviewing terms and conditions, technical specifications and drawings, and issuance of bid/proposal solicitations to qualified vendors. Perform commercial evaluation, coordinate selection activities and preparation of contract award recommendations and contract documents. Analyze and negotiate bid prices, evaluate contractor proposals and submit for approval. Monitor the adherence of contractors to the terms and conditions of the contract. Review and clarify contract terms and conditions, and intent for all parties to contracts. Post award administration of purchase orders and contracts. Has responsibility for achieving corporate savings, budget, and business plan and diversity goals. Superior analytical skills that have been demonstrated either in a rigorous curriculum or in a workplace setting are required. Candidate must demonstrate a commitment to customer service, the ability to use the internet for communication and research, and the ability to manage multiple projects. The selected candidate must have the ability to effectively interact with various levels of management, union personnel, internal and external customers as well as vendors and outside agencies. The candidate must also have a demonstrated ability to accept challenges and use creative thinking to analyze data and recommend solutions. Works closely with business users, engineers and EH&S to determine the long-term needs, considers demand reduction opportunities and resolves complex or repetitive commercial issues. Other duties will include monitoring and analysis of spend data and identify opportunities to consolidate procurement requirements.

Responsibilities: The selected candidate will provide administrative support for the Purchasing department including but not limited to support for administering and monitoring the P-Card program, the travel program, vendor qualification/performance programs, corporate wide Action Line services, contractor compliance issues and vendor database and qualification files. The selected candidate will also conduct quality reviews of various procurement and administrative functions.
