Responsibilities: Will provide technical authority and management oversight for the EH&S functions performed by Central Engineering, ensuring that the organization's activities are conducted in a manner that complies with federal, state and local EH&S requirements as well as company and departmental procedures and protocols. Functions include engineering design of NYSDEC Consent Order projects, providing EH&S-related information, support and compliance review for all Central Engineering projects, coordinating EH&S permitting submissions and presentations to government agencies and community groups. Will coordinate and develop expertise in electric and magnetic field (EMF) assessment and mitigation, noise assessment and mitigation, environmental impact review and permitting of energy facilities, Phase I and II Environmental Site Assessments in support of real estate acquisition, remediation of project sites. Will evaluate project results, recommend follow-on work, communicate and coordinate with Con Edison operating groups and support groups including Legal, Public Affairs, and Corporate EH&S to achieve project objectives. The Associate Engineer and the Engineer will have these basic job functions with the Senior Engineer receiving assignments of more significant complexity. The Senior Engineer will also manage supporting consultants and contractors, take a lead role in presentations to government agencies and community groups, and assist, coach, and train personnel in the application of EH&S - related programs, procedures and processes. Responsibilities: The Project Specialist ensures that safe work practices are followed and the environment is fully protected in accordance with company policy and governmental regulations. Provides guidance relative to environment, health and safety issues to Engineering and Transmission Operations when developing repair strategies for failed equipment; design and construction of 69kV, 138kV and 345kV joints and terminations on various types of cable constructions; has working knowledge and understanding of materials used in the design and construction of high voltage cable systems; and performs environment health and safety inspections during the operation and maintenance of the Transmission system. The candidate shall also provide environment, health and safety guidance when technical problems arise from field. Reviews the environmental and safety aspects of material requirements for capital and O&M projects . Work within schedules for Transmission and other groups associated with Transmission feeder projects. Responsibilities: As a member of Environment, Health and Safety’s corporate organization, this position provides general expertise on environmental issues and specifically serves as the Subject Matter Expert (SME) expertise on air emissions monitoring and testing program and other projects within the air section of the Environmental and Chemical Management Group. Supports operating departments Steam Operations, System Operations and Central Engineering on related project work and provides leadership on air emissions issues including providing oversight and guidance for the Steam Operations Technical Services Group on management of the Continuous Emission Monitoring System (CEMS) to achieve environmental compliance, promoting environmental excellence and continuous improvement. The selected candidate will coordinate Company programs and provide oversight and operational support for all regulatory and associated technical efforts to effectively and efficiently manage applicable programs and projects related to compliance with air quality, stack emission monitoring, CEM systems and emission stack testing. Serves as the Company’s primary liaison with governmental agencies and manages all official communications to applicable agencies, including critical correspondence related to air emission monitoring and testing regulations. Assists operating departments in developing cost-effective and efficient compliance strategies for applicable activities. The selected candidate will prepare and submit quarterly air emission Electronic Data Reports (EDR) on required data collected by CEMS to ensure compliance with the Federal (40 CFR Part 75) and State CO2, NOx and SO2 budget programs (6 NYCRR Part 242, 243, 244 and 245), and the NOx RACT regulations (6 NYCRR Part 227). The selected candidate will be expected to provide technical guidance and support for the System Emission Monitoring and Reporting Code (SEMARC) system utilized by the System Operations Depart at the Energy Control Center. Provides technical and administrative support to organizations undertaking projects; submitting all applicable required filings and securing all applicable variances and correspondence. Supports operating areas with internal EHS audits, as required. Responds to applicable emergencies, providing direction to operating groups during such incidents. Must possess a valid driver's license.

Qualifications: Construction is seeking to hire a highly motivated individual who is driven to deliver Environmental, Health and Safety excellence and recognizes the critical importance of teamwork. The position requires excellent communication and computer skills. Must be flexible in handling multiple work assignments, changing priorities, and be able to meet deadlines.Bachelor'S degree in a related discipline such as Occupational Health and Safety, Environmental, Industrial Science, Engineering or Biological Science required. In addition, 2 years of Environmental, Health and Safety experience is required. Alternatively, Bachelor's degree in a non-technical discipline such as business or social sciences will be considered in combination with 3 or more years of Environmental, Health and Safety experience. An Associate's degree in a technical discipline such as engineering technology and 4 years of related EH&S experience may substitute for the bachelor's degree. A High School diploma/GED with a minimum of 5 years operating experience and a minimum of 2 years EH&S experience is required in lieu of the above. Must have a knowlege/experience in much of the following: SARA Title III and NYC Fire Department reporting requirements, asbestos and PCB remediation, pollution prevention, regulations pertaining to lockoutltagout, excavation, scaffold, confined space, hazwoper operations, hazard assessments, accident and incident investigations. Knowledge and experience with construction activities such as building renovations, demolitions, and street construction installations required. A minimum of 4 years work experience is required. Training Requriements: Completion of Company CEP/CSP is preferred. Successful completion of CEP/CSP program within 2 years. Successful completion of position-specific EH&S training within 1 year.
Responsibilities: Establish project planning and EH&S controls for all Construction and Maintenance projects managed by Construction. Provide OJT support and assistance to all operations management to ensure activities are cvonducted in a manner that complies with rules, regulations and Company poliy and procedures. Complete all regulatory permits and applications, request variances,and monitor the approval process to ensure all permits are in place in a timely manner. Represent the department at Asbestos, Environmental, Occupational Health and Safety Meetings. Develop and monitor ongoing Safety Programs within the Construction Organization. Provide training and professional expertise in all areas of Safety and Occupational Health. Research and interpret Regulatory (Federal, State and City) standards. Monitor contractor activities to ensure compliance with OSHA standards. Review and comment on contractor safety plans, prior to the start of construction activities. Conduct field audits of contractor EH&S activities, write finding reports and track trends. Must pass OSHA medical and fit test for respirator use. Must be able to carry 25 to 40 lbs, Must be able to climb in and out of excavations and electrical structures and climb scaffolding. Must be able to work outdoors in all types of weather conditions. Position requires a valid driver's license and use of a personal vehicle on a daily basis. Must be willing to travel to various locations and be prepared to respond to emergencies and work weekends if needed.
