Qualifications: The Construction organization seeks an industrious individual to join its Central Construction Department. The ideal candidate for this position must be well organized, detail oriented, demonstrate a high energy level and understand the vital importance to commitment to excellence. This individual must demonstrate the ability to handle multiple assignments, meet deadlines, make sound business decisions, render independent judgment, maintain personal accountability, work in teams and have a positive work ethic. The candidate must understand and be committed to advocate corporate values for enhancing safety, environment and quality. Excellent oral and written communication skills, the ability to effectively interact with internal and external customers, contractors, support organizations, local and state government agencies are necessary. The candidate must have solid presentation skills. A Bachelor’s degree in Engineering or Environmental Sciences with 5 to 10 years of construction work experience is required, preferable in the areas of Remediation, Demolition, Hazardous Waste Management and/or Facilities and Buildings construction. The candidate must also demonstrate an excellent working knowledge of all phases of construction. The candidate must have the ability to monitor job progress via project schedules and expenditures of ongoing projects. Strong knowledge of Microsoft Office Products, Excel, PowerPoint and Word is required.

General knowledge of System & Transmission Operations, Facilities, Substation and Generation Construction is preferred. Proficient knowledge of Microsoft Project as well as other software applications needed to track Construction projects. Experience as manager or supervisor that managed day to day operations is preferred. Note: Candidate will be subject to the rotational policy set in Central Construction.

Responsibilities: The Project Specialist (PS) ensures that safe work practices are followed and that the environment is fully protected in accordance with company policy and government regulations. Will review construction documents, prepare special conditions, conduct contractor field visits for new bid packages and administer meeting minutes and clarifications to purchasing. The PS coordinates activities between the Chief Construction Inspector (CCI), Construction Inspectors and contractors. Ensures quality of construction is delivered in the field by spot checking projects as needed. Serves as the liaison between support organizations and customers to resolve project issues, monitor expenditures, CWE’s, accruals, control budgets costs, and ensure contract documents such as plans, specifications and eHasp are being adhered to. Track interprets and communicates the project schedule to various levels of management and executives. Maintains internal and external department communication to ensure timely completion of all projects and ensures that we are providing a high level of customer service. Prepares and conducts presentations on projects to executives, management and union personnel. The PS will identify, plan, develop, and implement new ideas to improve process flow, reduce cost, reduce operation risk, and enhance customer service reliability. Reviews contractor claims and change orders. Provides field support and participates in negotiations with contractors at the request of the Construction Manager. Assists Construction Manager with reporting of significant activities on construction projects and also assists with evaluation of audit reports and implementation of recommendations. The candidate will ensure that the department meets the Key Performance Indicators (KPI's).

Position requires a valid driver’s license and be physically able to wear a respirator. The working environment consists of office and the field. Position requires working indoors and outdoors in all weather conditions, and working nights, weekends, and holidays.

Qualifications: Public Improvement is looking for a dedicated, dynamic and innovative professional to join its management team as a Project Specialist. The successful candidate must recognize the importance of commitment to excellence, be highly motivated, resourceful and articulate with excellent leadership skills that can exercise good judgment, and render sound business and technical decisions. The selected candidate must promote a team spirit work environment in support of the Company’s Corporate Values and Mission. The selected candidate must be well organized, detail oriented and be able to handle multiple project assignments concurrently and have first hand experience and working knowledge in dealing with NYC-DDC, DEP, EDC, Parks, NYS-DOT, and the NYC Transit Authority engineering and construction organizations. Experience in developing negotiation strategies is essential. Expertise in the relocation and maintenance and protection of Con Edison systems due to direct or indirect interference is required Knowledge of the Public Improvement contractor cost control system (COMPASS) and the associated pricing methodologies (NYC Schedule-U, GCA, and Gas Cost Sharing) is required. Ability to develop and analyze field construction documentation to support payments or claim analysis is required and excellent oral, written and interpersonal skills are essential. The ability to effectively interact with internal and external customers, various levels of management and union personnel and municipal agency representatives is critical to succeed in this dynamic position. Working knowledge of the complexities of Con Edison’s electric underground and overhead systems, and gas, and steam facility systems, and the associated municipal underground infrastructure is required. The candidate must have knowledge of established accounting procedures and Capital and O&M budget processes and familiarity with Public Improvement’s estimating methods is desirable.

Bachelor’s degree is required with 3-5 years construction or engineering experience in electric, gas or steam operations. The candidate must have knowledge of Corporate Environmental and Safety procedures as they relate to Public Improvement and construction management activities. The candidate must have computer skills in Outlook and Microsoft Office Products including Excel, Word and Power Point.

Bachelor's degree in Engineering or Construction Management is preferred.

The Project Specialist assists in providing direction and control of the construction management activities associated with the performance of public improvement projects. Provides expert advice and counsel during the development of the interference engineering package with respect to proposed relocation work or protection and support plans. Assists in developing and implementing the capital, O&M and operating budgets. Engenders positive public, customer, governmental and employee relations by ensuring effective implementation and administration of corporate policies, programs, instructions, and operating procedures. Provides on-the-job training and assists in establishing productivity improvements by utilizing available resources, coordination, scheduling practices and in developing long range strategic initiatives to reduce costs. Reviews and monitors field documentation and payment packages to ensure full compliance with established guidelines. Maintains and provides appropriate documentation on project costs consistent with a variety of accounting processes. Attends high level planning and coordination meetings with “stake holders” involved in major capital infrastructure projects including NYCDDC, DOT, DEP, EDC, TA, NYS, ECS, and various community boards. Acts as a liasion and ensures strict compliance with all corporate environmental, health & safety standards, and procedures as applicable. Responsible to coordinate and monitor the Public Improvement response to system damages, Company emergency work, and safety and environmental emergencies within the limits of the public improvement project. Monitors perfromance to ensure Key Performance Indicators (KPI's) are met. Comply with EEO policies and procedures.

This position requires a valid driver's license and the use of personal vehicle to travel between various work locations within the company service territory. Position requires walking, standing, and climbing. May be required to work various schedules, including weekends, holidays, nights, and off hours. Job Requirements: For this position a two-year technical degree is required. Civil Technology or related disciplines is preferred, or equivalent work experience. Successful candidates will have the ability to read and interpret maps and drawings and be capable of operating various survey instruments (total stations, levels, M-scopes, etc.). Candidates should also have competency in the use of Auto-cad in order to generate various types of drawings.

Additional:
Survey Technicians assist Surveyors with mathematical computations and field sketches. Applicants selected for this position must have strong oral and written communication skills to effectively interact with other departments, including various city and state agencies relative to land records, easment grants, and topographical data. Applicants must have the ability to learn advanced survey and mapping software.


Physical Requirements: Must have a valid driver's license and be willing to use a personal vehicle. Reimbursement from company mileage procedure. Must be able to work in extreme hot and cold conditions. Selected applicants must be able to respond to emergencies and must be medically approved to wear a half-face respirator. This job requires extensive walking, standing, and stair/ladder climbing. Must be able to push, pull, and lift equipment and materials up to 50 pounds.
