Qualifications: Con Edison Bid Check Estimating section of the Cost Management department is seeking to hire an Analyst to join its team. This position requires candidates to demonstrate in the application they possess the following required skills and ability: • Bachelor's Degree required, preferably in Engineering (Civil, Mechanical, Industrial, or Electrical) or other related technical field such as Construction Management, Engineering Economics, Electrical, Mechanical or Civil Technology is required. • Master's Degree preferred. • Minimum of two years of experience as outlined below: Extensive power utility cost estimating experience in at least one engineering discipline (Civil, Mechanical, Industrial, or Electrical) and some experience in other disciplines. • Extensive knowledge of construction methods, practices, procedures, and contracts. • Moderate ability in conducting estimating efforts at construction contract negotiations. • Moderate experience in coordinating cost estimates with Purchasing, Construction, Engineering, and Legal organizations. • Ability to learn and use new systems such as Oracle EBS, Business Intelligence, and Work Management systems for developing, analyzing, and presenting construction cost estimates. • Good oral and written communication skills required.




Responsibilities: The prime function and basic objective of this position is to prepare detailed cost estimates required for Contract Checks, Purchase Order Change Requests (POCRs), and legal claims for construction of major Company electric, gas, steam, transmission facilities, as well as commercial buildings and yards. Ensures implementation of Company safety, health and environmental programs for employees whose work is directed. Ensures that safe work practices are followed and the environment is fully protected in accordance with Company policy and governmental regulations. Attends and participates as required in Construction Contract pre-bid, pre-award, fact-finding, negotiation meetings and construction sites with and without supervision at the field and at the office. COST ANALYSIS DUTIES: Coordinates with various departments, deploys to the field throughout the entire CECONY and O&R operation areas to gather cost basis and productivity information on both contractor and company forces. Monitors Contractor’s conduct of work and analyzes field data when purchase order prices are not in check with the Company estimate. Develops new cost estimating units from field data. Assists Senior Planning Analyst in preparing project documents for use by other Estimators. Assist Sr. Planning Analyst in the preparation of analysis regarding BCE resources, bid outcomes and group performance.

This includes conducting financial analyses and looking for opportunities to improve efficiency, increase productivity, and eliminate waste. The ideal candidate must possess a Bachelor’s Degree in Business, Economics, Accounting, Finance, Engineering, or related field. A Master’s Degree is preferred. A minimum of one to three years of any combination of utility accounting, planning and administration, and budgeting experience is required. Operations, engineering, and/or supervisory experience are a plus. A working knowledge of the Microsoft suite of applications is required. The ability to learn and use new systems such as Oracle EBS, Hyperion Planning, Business Intelligence, and Work Management is required. Knowledge of retired legacy systems (e.g., CARE, Impromptu) is a plus. Good oral and written communication skills are required.

The successful candidate must possess sound analytical skills associated with construction estimating and demonstrate a positive work ethic in support of the Company’s corporate values and mission. The ideal candidate will demonstrate skills required for effective interaction with Company employees and contractors. To be considered for this position, the candidate must be well organized, detail orientated and flexible to handle multiple assignments. Experience in coordinating cost estimates with Purchasing, Construction, Engineering and Legal organizations is required. Candidates should possess a Bachelor’s degree (BS/BA) in one engineering/technology discipline (Civil, Mechanical, Industrial, Electrical, Construction Management and Engineering Economics) with moderate experience in the other disciplines. A minimum of 3 years estimating experience is required, with some concentration in utility construction.




Responsibilities: The prime function of the Senior Analyst is to: • Prepare standalone estimates as well as coordinate their work with other staff preparing cost estimates required for Contract Bid Checks, Purchase Order Change Requests (POCRs), and legal claims for construction of major Company electric, gas, steam, transmission/distribution facilities, as well as commercial buildings and yards. • Ensure the timely completion of cost estimates. • Participate at construction contract pre-bid walks, pre-awards, fact-finding meetings, and negotiation meetings as required. May be called to testify as an expert witness. • Implement cost estimating standards and adjusts unit costs to fit project condition. • Perform other related tasks and assignments as required.



Proven experience and knowledge of construction methods, practices, procedures and contracts is expected. The selected individual will use computer applications (Microsoft Office products, Con Edison database systems, etc.) for developing and analyzing cost estimates. Must be able to learn and use Con Edison’s Mainframe CEES system and new systems such as Oracle EBS, Business Intelligence, and Work Management System for developing, analyzing, and presenting construction cost estimates. The selected candidate will present their work in a clear and concise manner. Track and plan productive hours. Communicate budget performance to all levels of management. Monitor and report on KPIs and other performance measures.
