Qualifications: The successful candidate for this position must demonstrate a high level of personal accountability and a commitment to excellence. The candidate must be able to work independently without extensive supervision and have excellent oral and written communication skills. The candidate will be responsible to provide technical and regulatory oversight for concerns, issues, questions, and activities associated with waste (hazardous and non-hazardous waste, PCBs and recycling) management within their assigned subject areas to achieve environmental regulatory compliance, to minimize environmental risks, maintain environmental excellence and ensure continued improvement. The candidate shall evaluate proposed changes to regulations and laws governing waste related issues and coordinate company involvement and advocacy strategies.



A Bachelor’s Degree in Environmental Science, Biology, Environmental Management, Engineering or a related field is required. The successful candidate must have at least two years of experience working on issues requiring oversight of federal and state waste related regulatory matters. The candidate must be able to provide interpretative analyses of laws and policies as they relate to Company operations, and to determine the applicability of any local ordinances pertaining to these subject matters. The candidate must understand the regulatory process and support the Sr. Scientist in monitoring the impacts of regulatory changes on company operations. The candidate must have the skills to represent the company in regard to any relevant rulemaking procedures or proposed legislation, including working with internal and external stakeholders. The candidate will be responsible for developing and implementing training related procedures and guidance. The successful candidate will provide hands-on assistance to the operating groups.

Responsibilities: Provide general expertise and guidance related to waste management. Ensure that safe work practices are followed and the environment is fully protected in accordance with Company policy and governmental regulations. Have the ability to utilize Con Edison’s internal environmental management applications including EMIS (Environmental Management Information System) which provides manifest information, Provisional EPA ID System that provides specific EPA ID request information, and Microsoft Excel to search mapping information. Be capable of evaluating proposed changes to regulations and laws governing waste and coordinate the company’s involvement and advocacy strategies. Interpret and provide guidance on the applicability of any local ordinances pertaining to these subject matters. The successful candidate shall manage the preparation of various reports for hazardous waste (e.g. Quarterly Superfund Tax Report; Annual Hazardous Waste Report). The candidate will be responsible for developing, reviewing and updating company waste procedures, instructions and specifications.


Physical Requirements: Candidate must have a valid driver's license to travel to various company locations, including working outdoors in all types of weather conditions when necessary. Candidate shall participate in the EH&S Emergency Resource Mobilization during emergencies, and be available to work overtime and shift work, as necessary.

Qualifications: EH&S Operations is seeking a dynamic and responsive individual to join the EH&S team supporting Utility Shared Services as a Senior Specialist or Project Specialist. The candidate must be highly motivated, demonstrate a strong commitment to excellence, and understand the importance of personal accountability. The candidate must possess strong oral and written communication skills and have the ability to effectively interact with customers, regulatory agencies, and various levels of management and union personnel. The candidate must possess strong interpersonal skills to implement plans, programs, strategies that effectively protect workers and have the ability to influence others in order to improve work practices and processes. The candidate must be able to deliver exemplary customer service and develop a work environment that supports teamwork, honesty, integrity and openness and The Way We Work Principles. Must demonstrate a broad understanding of the Key Performance Indicators (KPI) related to Utility Shared Services. Must be committed to fostering a Zero Harm and 100% Compliance Culture, Diversity and Inclusion, Achieving Operational Excellence, Demonstrating an effective Cost Management Culture and Enhancing the Customer’s Experience. The candidate must have knowledge of Con Edison's Corporate Environmental, Health and Safety Procedures and General Environment, Health and Safety Instructions, as well as familiarity with Utility Shared Services procedures relevant to their FFS and Stores operational activities. The candidate must demonstrate proficiency with Microsoft Office products and possess the ability to quickly become proficient with computer systems including SHIMS and EMIS. Senior Specialist requires a Bachelor's degree in a technical discipline plus two years of field experience OR an Associate’s degree in a technical discipline plus four years of field experience, OR a High School diploma/GED plus five years of field experience. Project Specialist requires a minimum of 5-7 years field experience and a Bachelor’s degree in a technical discipline. All candidates must have at least two years of direct experience performing EH&S-related performance oversight functions. This position also offers employees already in the 2 Band (2L and 2H) a career development opportunity and will be only lateral transfers.



Bachelor's degree and working familiarity with regulatory requirements underlying the Company's various EH&S procedures as well as OSHA Standards are preferred.

Responsibilities: Ensures implementation of Company safety, health and environmental programs for employees whose work is directed. Ensures that safe work practices are followed and the environment is fully protected in accordance with Company policy and governmental regulations. Verify, and facilitate implementation of Company EH&S programs. Familiar with Title V reporting, Chemical Inventory reporting (CRS), SHIMS, EMIS, JSSE and HPI. Perform regular observation of field activities to compliance with health, safety and environmental requirements, and reports results as directed. Ensure implementation of necessary corrective actions to address identified deficiencies. Work with Utility Shared Services operations to integrate human performance initiatives into work practices to help achieve operational excellence and prevent incidents. Oversee the job site observation activities performed by designated field representatives to ensure that evaluation criteria is applied consistently, and that interactions between the observers and operating personnel are value-added. Provide immediate response to EH&S-related incidents and initiate documentation of circumstances and conditions; support subsequent incident analysis and development of lessons learned. Prepare reports and supporting materials to communicate incident analyses, compliance trends, performance information, regulatory issues, and other subject matter area-specific discussion documents. These materials will include regular job observation result compilations, situation summaries, and driver improvement information, and root cause analyses.



Attend local meetings to ensure that EH&S information is appropriately relayed as necessary to facilitate audience retention. Prepare and present topic-appropriate materials to communicate EH&S-related information and requirements to mixed audiences that may contain field employees as well as various management levels. Research and learn details necessary to fully understand and assess all EH&S implications associated with work in Utility Shared Services. Coordinate and participate in the performance of regular hazard assessments to ensure that all potential EH&S liabilities associated with work activities have been identified and appropriately addressed. Demonstrate ongoing development in knowledge of EH&S-related requirements, in order to properly act as advice and counsel for all EH&S related issues. Respond to emergency situations and provide support as necessary to help ensure compliance with all applicable requirements. Engage and support a positive culture of teamwork, honesty, integrity, and openness at all times. Perform contractor oversight activities as an EH&S field representative. Review and analyze Contractor Field Observation Reports (CFOR’s) data at regular intervals. Identify, monitor, and communicate performance trends as appropriate. Document incident and other safety-related information in the company’s Safety and Health Information Management System (SHIMS) as directed. Assist in environmental response to incidents such as spills and releases so that reporting, clean-up response operations and waste management are conducted safely and in compliance all requirements. Administer and coordinate other environmental, health and safety-related programs and initiatives as directed. Additionally, the position will include monitoring EMIS and SHIMs on a routine basis to ensure reports contain accurate information, assist Operations in reviewing and correcting errors in hazardous waste manifests, monitor Spill Prevention Control and Countermeasure (SPCC) activities, supporting Operation personnel with the annual update of chemical inventories mandated by the Community Right-To-Know Law and perform other related assignments as required.

Physical Requirements: Meet basic Con Edison fitness for duty requirements. Maintain availability to support activities on a 24x7 basis in accordance with an established duty schedule. Be able to wear air-purifying and supplied-air respiratory protection. Candidates must have a driver’s license and be able to travel within the Con Edison service territory as required.
