Qualifications: Manhattan Electric Environmental Operations is seeking a highly motivated, dynamic and customer centric Operating Supervisor to join its team and to safely, effectively, and efficiently oversee its’ waste water treatment, underground structure cleaning, and environmental waste management & cleanup operations. To be considered for this position, candidates must have a Bachelor’s Degree and two years related experience OR an Associate's degree plus four years of related experience OR a high school diploma / G.E.D. plus five years of experience. Experience in Electric Construction or Electric Operations is preferred. General knowledge of Con Edison’s underground electrical distribution system and related safety and environmental procedures associated with operation and maintenance of the system is preferred. Candidates must have familiarity of Environmental Operations’ work streams and demonstrate knowledge of the processes that govern them. Candidates must have the ability to coordinate, direct, and oversee the work activities of Con Edison weekly employees and contractor support personnel. Candidates must have excellent organizational skills and must demonstrate strong qualities in leadership, decision making, initiative, verbal and written communications, and interpersonal skills coupled with a drive to enhance the experience of our customers and achieve their satisfaction. Candidates must demonstrate analytical capabilities related to cost management, be flexible to handle multiple assignments and changing priorities and understand the vital importance of personal accountability. Candidates must demonstrate working abilities with computers and computer applications including Microsoft Office Suite (Outlook, Word, Excel, & Power Point). Working knowledge of Avail, Oracle/Project One, EMIS, COS, and the Logica Suite (Asset Manager, Work Manager, ARM Web Portal, ARM Scheduler, and Field Manager) is preferred.




Responsibilities: Ensure implementation of Company safety, health and environmental programs for employees and contractors whose work is directed. Ensure that safe work practices are followed and the environment is fully protected in accordance with Company policy and governmental regulations. Demonstrate commitment to the Way We Work Principles, and adhere to the Company’s Standards of Business Conduct and other Company procedures including Environmental, Health and Safety (“EH&S”), Equal Employment Opportunity (“EEO”), Diversity, Inclusion and Engagement, discipline, and security. The Manhattan Environmental Operations’ Operating Supervisor will be responsible for the safe, efficient, cost effective, and environmentally compliant processing of work on Manhattan’s electric distribution system and waste water treatment facility as related to the removal, transport and disposal of hazardous and non-hazardous waste from underground structures. The supervisor will ensure contractor performance is captured and documented in the Contractor Oversight System and that Contractor Oversight Reports and six month Contractor Evaluation Reports will be completed. Ensure that contractor work hours and billing are accurate on invoices submitted and will be responsible for submitting work documentation for reconciliation against invoices submitted by vendors. The supervisor will act as a liaison with external environmental agencies and ensure that the work performed by the agency is consistent with company specifications. The supervisor will coordinate with Environmental Ops Work Organizers to develop an executable schedule of environmental cleanups and flushes, and continuously evaluate work performance and provide timely feedback and coaching to improve quality and productivity. The supervisor will ensure accurate and timely approval of recorded work hours, and work closure of Con Edison weekly and contractor employees in the associated Logica systems. The supervisor will provide timely updates to the EH&S Desk and Environmental Desk on environmental cleanup jobs so that EMIS is updated. Proper documentation shall be filled out in accordance with regulatory guidance for NYSDEC approval. The supervisor will work with the Environmental Desk in the Manhattan Control Center to order tankers, organize construction resources for elimination of the spill source, and environmental sampling from the Chem Lab to complete environmental cleanups. The supervisor will ensure that equipment is maintained, and necessary repairs are scheduled for our mobile & vactor fleet to ensure availability. The supervisor will support the Environmental Operations Section Manager to meet organizational goals and objectives, increasing employee morale, maintain personnel schedules, training, compliance documents, and fostering a culture of inclusion, equity, and respect for all to cultivate a workplace where employees are fully engaged and able to deliver to their full potential. Will perform other related tasks and assignments as required.


Physical Requirements: Must have a valid driver's license and be willing and able to travel within Con Edison service territory as required. Must be able to participate in the Company’s emergency management processes & storm plans as required. Must be able to work in underground structures, confined spaces, climb ladders, lift equipment, and walk extensively. Must possess or have the ability to obtain a minimum of a CDL class B with tanker vehicle, hazardous waste and air brake endorsements (or equivalent). Must have or be able to obtain NYSDOL Asbestos Supervisor or Handler certificate. Must be able to work a rotating shift (X schedule), that includes working weekends, holidays, nights, and scheduled days off. Must be able to work in extreme hot and cold climates, and respond to emergencies when necessary.

Associate Scientist – 1H - Requires 3 years applicable work experience, with a minimum of 2 years of experience demonstrating knowledge an understanding of Natural Resource and/or SPCC regulations and issues. Experience with ArcGIS software is preferred. Scientist and Associate Scientist candidates with Master’s degree is preferred. Project management / project lead experience is preferred. Responsibilities: Provides general expertise and program management for various natural resource and SPCC project and issues. Specifically, act as the company Subject Matter Expert scientist by coordinating, monitoring, and providing technical and regulatory oversight and guidance to Con Edison’s Environment, Health & Safety program in the area of Natural Resource management. Major areas of responsibility include stormwater management, wildlife, wetlands, soil erosion and sediment control, land use, and tree preservation,. Candidate will also be responsible for program management of company’s SPCC program. Understand current, and evaluate proposed changes to, regulations and laws governing Natural Resources and SPCC management. Provide expertise on environmental issues, in particular, coordinate, oversee, lead, and monitor all technical and regulatory efforts, concerns, issues, questions, and activities associated with Con Edison's Natural Resource programs. Develop and maintain corporate Natural Resource management procedures and guidance documents, taking into account regulatory requirements and operating concerns. Will be responsible for developing, maintaining, and teaching training programs for all levels of the company in the above areas. Assist operating groups with developing low cost, sustainable project and program solutions. Provide guidance to EH&S staff and operating organizations concerning the various Natural Resource and SPCC management. Act as liaison between EH&S and operating groups, and interface with government agencies. Prepare and secure various agency authorizations. Provide expert guidance to engineering, operating groups and construction organizations prior to, during, and post construction. When appropriate, correspond with regulatory agencies regarding environmental incidents. Participate in EHS Emergency Resource Mobilization during emergencies. Perform other duties as assigned. The Associate Scientist/Scientist must have prior experience successfully managing projects or consultants or be able to demonstrate the ability to do so. Must have the skills to represent the company in regard to any relevant rulemaking procedures or proposed legislation, including working with internal and external stakeholders. Represent Con Edison on external committees. Coordinate with Con Edison EH&S staff and operating departments to provide input to such committees. Will evaluate proposed regulations and coordinate the preparation of Con Edison comments. Coordinate as necessary with industry groups, such as EEI, USWAG, EEANY, and the NYS Business Council, to ensure that Con Edison's positions are represented. The Associate Scientist /Scientist will assist in providing technical and regulatory oversight of concerns, issues, questions, and activities associated with compliance on these subject areas to achieve environmental compliance, to minimize environmental risks and to maintain environmental excellence and continued improvement. Will provide hands-on assistance to EH&S staff and operating organizations.

Act in the capacity of local Respiratory Protection Program Administrator. Assist in environmental response to incidents such as spills and releases so that reporting, clean-up response operations and waste management are conducted safely and in compliance all requirements. Administer and coordinate other environmental, health and safety-related programs and initiatives as directed. Additionally, the position will include understanding in the environmental area of; • monitoring EMIS on a routine basis to ensure reports contain accurate information, spills are reported timely, and cleanup are performed properly • provide guidance/assistance to Operations in sampling and cleanup of complex spill incidents • conduct environmental investigations (e.g., late spill notification, improper spill cleanup, improper waste characterization, mishandling of waste shipment and disposal, etc.); • assist Operations in reviewing and correcting errors in hazardous waste manifests • monitor Spill Prevention Control and Countermeasure (SPCC) activities • coordinate with Operation personnel the annual update of chemical inventories as required under the Community Right-To-Know Law • oversee the Lead Stabilization Program inspections to ensure that they are completed in Brooklyn/Queens by EH&S staff • perform other related assignments as required and investigate and resolve various types of environmental issues as concerns arise

Physical Requirements: Meet basic Con Edison fitness for duty requirements Maintain availability to support activities on a 24x7 basis in accordance with an established duty schedule ¬Be able to wear air-purifying and supplied-air respiratory protection. Strong organizational, teamwork, leadership, interpersonal, communication, and decision-making skills are essential. A candidate with a Bachelor’s degree and at least 3 years Quality Assurance or in depth knowledge of EH&S experience will be considered for the Sr. Specialist (2L) title level. This candidate would be expected to fully understand EH&S standards, processes and principles and independently lead quality improvement reviews. It is preferred that this candidate has completed ISO 9001 or ISO 14001 Lead Auditor or equivalent. Lead Auditor certifications in quality and/or environmental management systems. Minimum requirements for the Specialist (1H) title level include a high school diploma and 5 years of experience in Quality Assurance or in depth knowledge of Environmental Health and Safety (EH&S) regulations, standards, processes and best practices., OR a Bachelor’s degree (related field preferred, e.g., Quality Management, Engineering, EH&S) and 2 years general work experience.

Responsibilities: The Specialist/Sr. Specialist will be expected to work under the direction of other quality employees or supervisor to primarily support the identification and analysis of EH&S processes. Specialist/Sr. Specialist shall be able to develop corrective actions and quality improvement projects for implementation. The Specialist/Sr. Specialist will have the flexibility to utilize industry accepted quality tools, standards and processes. A demonstrated ability to implement an EH&S quality review process that utilizes examining and evaluating data, questioning, and synthesizing information to determine the quality system’s adequacies, deficiencies and corrective actions. The work involves doing process and program inventories, data trending and analyzing, prioritizing quality reviews/audits, interviewing process/program owners, analyzing and compiling review data and information, writing reports and findings, etc. This will be done in part based upon international quality standard ISO 9001 and environmental management systems standard ISO 14001, among others. The Specialist/Sr. Specialist would also be involved in risk management analysis, in particular as it relates to processes and programs, and support the other work of the Section as needed.


Physical Requirements: Position requires a valid driver’s license for travel within service territory, as needed. The position requires being available for system emergencies (e.g., CERC, system emergencies).
