Qualifications: The EH&S Engineering & Construction Department is seeking to hire a highly qualified and motivated professional to join the Sustainable Infrastructure Section. The successful candidate must have a broad understanding of various EH&S concerns. They must be able to work independently and must be well organized, detail oriented, able to render sound business decisions, flexible to handle multiple assignments and meet deadlines. Candidate must have a high regard for personal accountability and understand the critical importance of Commitment to Excellence. Must possess strong oral and written communication skills and have the ability to interact effectively with all levels of company personnel, regulatory agencies, government officials, and community and environmental group representatives. To be considered for this position, you must have a Bachelor’s Degree in Engineering, Environmental Science, Chemistry, or a related field. Experience with successfully working on natural resource related projects or issues. The successful candidate must be able to manage and prioritize multiple tasks with minimal oversight and must understand regulatory processes and have the ability to monitor and analyze the impacts of regulatory changes on company operations. The successful candidate must have excellent verbal and written communication skills.



Education – Essential – (2L) Candidates with a Bachelor’s Degree in a related discipline such as safety, engineering, physical science, or biological science, must have a minimum of three (3) years relevant experience in the EH&S field. -or- Candidates with a Bachelor’s Degree in a non-technical discipline (e.g., business, social sciences, etc.) must have a minimum of four (4) years’ experience in the EH&S field. -or- Candidates with an Associate’s Degree in a related discipline must have a minimum of five (5) years relevant experience in the EH&S field. Responsibilities: The individual will act as a company subject matter expert by coordinating, monitoring, and providing technical and regulatory oversight and guidance on a wide range of natural resource related issues such as stormwater management, wildlife, wetlands, soil erosion and sediment control, land use, tree preservation, and threatened and endangered species. The successful candidate must have understand current and be able to evaluate and communicate proposed regulatory changes to natural resources management. They must be able to provide expertise on environmental issues and, in particular, coordinate, oversee, lead, and monitor all technical and regulatory efforts, concerns, issues, questions, and activities associated with Con Edison's natural resource programs. Develop, maintain, and communicate corporate policies, procedures, and guidance documents, taking into consideration regulatory requirements and operating concerns. Will be responsible for developing, maintaining, and teaching training programs for all levels of the company. Assist operating groups with developing low cost, sustainable project and program solutions. Provide guidance to EH&S staff and operating organizations concerning the various Natural Resource issues. Act as liaison between EH&S and operating groups and interface with regulatory agencies. Prepare and secure various agency authorizations and clearly communicated project requirements to the project team. Provide clear guidance to engineering, operating groups and construction organizations concerning compliance with Natural Resource management regulations prior to, during and post construction. When appropriate, correspond with regulatory agencies regarding environmental incidents. Participate in EHS Emergency Resource Mobilization during emergencies. Perform other duties as assigned. The Associate Scientist/Scientist must have prior experience successfully managing projects or consultants or be able to demonstrate the ability to do so. Must have the skills to represent the company in regard to any relevant rulemaking procedures or proposed legislation, including working with internal and external stakeholders. Represent Con Edison on external committees. Will evaluate proposed regulations and coordinate the preparation of Con Edison comments. Coordinate as necessary with industry groups, such as EEl, USWAG, EEANY, and the NYS Business Council, to ensure that Con Edison's positions are represented. The Associate Scientist /Scientist will assist in providing technical and regulatory oversight of concerns, issues, questions, and activities associated with compliance on these subject areas to achieve environmental compliance, to minimize environmental risks and to maintain environmental excellence and continued improvement. Will provide hands-on assistance to EH&S staff and operating organizations.



Experience with ArcGIS software is preferred. A strong background and understanding of SPCC rules and regulations is preferred. Scientist and Associate Scientist candidates with Master’s degree preferred. Project management / project lead experience is preferred.

Physical Requirements: Valid driver’s license required to travel to various locations

Qualifications: EH&S Operations is seeking a dynamic and responsive individual to join the EH&S team supporting Substation Operations as a Sr. Specialist. The candidate must be highly motivated, demonstrate a strong commitment to excellence, and understand the importance of personal accountability. The candidate must possess strong oral and written communication skills and have the ability to effectively interact with customers, regulatory agencies, and various levels of management and union personnel. The candidate must possess interpersonal skills to lead and direct the implementation of plans, programs, strategies that effectively protect workers and have the ability to empower and influence others in order to improve work practices and processes. The candidate must be able to deliver exemplary customer service and develop a work environment that supports teamwork, honesty, integrity and openness and The Way We Work Principles. Must demonstrate a broad understanding of the Key Performance Indicators (KPI) related to Substation Operations. Must be committed to fostering a Zero Harm and 100% Compliance Culture, Diversity and Inclusion, Achieving Operational Excellence, Demonstrating an effective Cost Management Culture and Enhancing the Customer’s Experience. The candidate must have a proficient knowledge of Con Edison's Corporate Environmental, Health and Safety Procedures and General Environment, Health and Safety Instructions, as well as familiarity with Substation Operations procedures. The candidate must demonstrate proficiency with Microsoft Office products and possess the ability to quickly become proficient with computer systems including SHIMS and EMIS. To be considered, candidates must demonstrate that they have, at minimum, a Bachelor's degree in a technical discipline plus three years of field experience (Preferred), OR an Associate’s degree in a technical discipline plus five years of field experience, OR a High School diploma/GED plus seven years of field experience. Bachelor's degree and working familiarity with regulatory requirements essential to the Company's various EH&S procedures is preferred.




Responsibilities: The EH&S Operations Sr. Specialist will support the implementation of Company safety, health and environmental programs for employees whose work is directed. Ensures that safe work practices are followed and the environment is fully protected in accordance with Company policy and governmental regulations. Verify, and facilitate as necessary, implementation of Company EH&S programs for employees whose work is directed by Substation Operations. Perform regular observation of field activities to assess compliance with health, safety and environmental requirements, and reports results as directed. Develop implementation of necessary corrective actions to address identified deficiencies. Work with Substation Operations to integrate human performance initiatives into work practices to help achieve operational excellence and prevent incidents. Oversee the job site observation activities performed by designated field representatives to ensure that evaluation criteria is applied consistently, and that interactions between the observers and operating personnel are value-added. Provide immediate response to EH&S-related incidents and initiate documentation of circumstances and conditions; support subsequent incident analysis and development of lessons learned. Prepare reports and supporting materials to communicate incident analyses, compliance trends, performance information, regulatory issues, and other subject matter area-specific discussion documents. Attend local meetings to ensure that EH&S information is appropriately communicated by supervision and amplified by the EH&S representatives as necessary to promote audience retention. Prepare and present topic-appropriate materials to communicate EH&S-related information and requirements to mixed audiences that may contain field employees as well as various management levels. Maintain a comprehensive task inventory that identifies the various work types performed in the Substation Operations operating area. Research and learn details necessary to fully understand and assess all EH&S implications associated with these work types. Coordinate and participate in the performance of regular hazard assessments to ensure that all potential EH&S liabilities associated with Substation Operations work activities have been identified and appropriately addressed. Demonstrate ongoing development in knowledge of EH&S-related requirements, in order to properly act as advice and counsel for all EH&S related issues. Respond to emergency situations and provide support as necessary to help ensure compliance with all applicable requirements. Engage and support a positive culture of teamwork, honesty, integrity, and openness at all times. Coordinate contractor oversight activities performance by EH&S field representatives. Help coordinate environmental response to incidents such as spills and releases so that reporting, clean-up response operations and waste management are conducted safely and in compliance all requirements. Monitor and track internal and external spills reporting and spill close-out requirements. Manage personnel resources and direct work as necessary to adequately and efficiently support operational needs and ensure a proactive approach to EH&S matters and a zero harm mindset at all times. Administer and coordinate other environmental, health and safety-related programs and initiatives as directed.


Physical Requirements: Must be available to work off-hours as required. Position requires extensive walking, stair and ladder climbing. Must be physically able to wear a respirator and work in difficult environments (heat, noise and confined spaces). Position requires a valid driver's license. Must be able and willing to travel within Company service territory as needed.
