Qualifications: Manhattan Electric Environmental Operations is seeking a highly motivated, dynamic and customer centric Operating Supervisor to join its team and to safely, effectively, and efficiently oversee its’ waste water treatment, underground structure cleaning, and environmental waste management & cleanup operations. To be considered for this position, candidates must have a Bachelor’s Degree and two years related experience OR an Associate's degree plus four years of related experience OR a high school diploma / G.E.D. plus five years of experience. Experience in Electric Construction or Electric Operations is preferred. General knowledge of Con Edison’s underground electrical distribution system and related safety and environmental procedures associated with operation and maintenance of the system is preferred. Candidates must have familiarity of Environmental Operations’ work streams and demonstrate knowledge of the processes that govern them. Candidates must have the ability to coordinate, direct, and oversee the work activities of Con Edison weekly employees and contractor support personnel. Candidates must have excellent organizational skills and must demonstrate strong qualities in leadership, decision making, initiative, verbal and written communications, and interpersonal skills coupled with a drive to enhance the experience of our customers and achieve their satisfaction. Candidates must demonstrate analytical capabilities related to cost management, be flexible to handle multiple assignments and changing priorities and understand the vital importance of personal accountability. Candidates must demonstrate working abilities with computers and computer applications including Microsoft Office Suite (Outlook, Word, Excel, & Power Point). Working knowledge of Avail, Oracle/Project One, EMIS, COS, and the Logica Suite (Asset Manager, Work Manager, ARM Web Portal, ARM Scheduler, and Field Manager) is preferred.




Responsibilities: Ensure implementation of Company safety, health and environmental programs for employees and contractors whose work is directed. Ensure that safe work practices are followed and the environment is fully protected in accordance with Company policy and governmental regulations. The Manhattan Environmental Operations’ Operating Supervisor will be responsible for the safe, efficient, cost effective, and environmentally compliant processing of work on Manhattan’s electric distribution system and waste water treatment facility as related to the removal, transport and disposal of hazardous and non-hazardous waste from underground structures. The supervisor will ensure contractor performance is captured and documented in the Contractor Oversight System and that Contractor Oversight Reports and six month Contractor Evaluation Reports will be completed. Ensure that contractor work hours and billing are accurate on invoices submitted and will be responsible for submitting work documentation for reconciliation against invoices submitted by vendors. The supervisor will act as a liaison with external environmental agencies and ensure that the work performed by the agency is consistent with company specifications. The supervisor will coordinate with Environmental Ops Work Organizers to develop an executable schedule of environmental cleanups and flushes, and continuously evaluate work performance and provide timely feedback and coaching to improve quality and productivity. The supervisor will ensure accurate and timely approval of recorded work hours, and work closure of Con Edison weekly and contractor employees in the associated Logica systems. The supervisor will provide timely updates to the EH&S Desk and Environmental Desk on environmental cleanup jobs so that EMIS is updated. Proper documentation shall be filled out in accordance with regulatory guidance for NYSDEC approval. The supervisor will work with the Environmental Desk in the Manhattan Control Center to order tankers, organize construction resources for elimination of the spill source, and environmental sampling from the Chem Lab to complete environmental cleanups. The supervisor will ensure that equipment is maintained, and necessary repairs are scheduled for our mobile & vactor fleet to ensure availability. The supervisor will support the Environmental Operations Section Manager to meet organizational goals and objectives, increasing employee morale, maintain personnel schedules, training, compliance documents, and fostering a culture of inclusion, equity, and respect for all to cultivate a workplace where employees are fully engaged and able to deliver to their full potential. Will perform other related tasks and assignments as required.


Physical Requirements: Must have a valid driver's license and be willing and able to travel within Con Edison service territory as required. Must be able to participate in the Company’s emergency management processes & storm plans as required. Must be able to work in underground structures, confined spaces, climb ladders, lift equipment, and walk extensively. Must possess or have the ability to obtain a minimum of a CDL class B with tanker vehicle, hazardous waste and air brake endorsements (or equivalent). Must have or be able to obtain NYSDOL Asbestos Supervisor or Handler certificate. Must be able to work a rotating shift (X schedule), that includes working weekends, holidays, nights, and scheduled days off. Must be able to work in extreme hot and cold climates, and respond to emergencies when necessary.

Strong organizational, leadership, interpersonal and decision-making skills are essential. To succeed in this position, the right candidate must be self-motivated, resourceful and articulate. This individual will possess a “can-do” attitude, a clear sense of accountability, and a commitment to environmental excellence and safety in the workplace. The candidate must have experience in engineering, design, and/or construction of substations and or steam generation facilities, OR applicable type experience. Strong oral and written communications skills are required. Candidate must have strong interpersonal skills with the ability to interact with people on all levels. Computer and mainframe proficiency is required including knowledge of Microsoft Project, CEES and/or similar computer software program. Preference given to candidates with experience in developing electrical, mechanical and/or civil cost estimates for construction projects at substations and or steam generation facilities, and/or familiarity with engineering, design and construction of substations and steam generation facilities. Required education and work experience are specified as follows:



SPECIALIST (1H): Requires either a Technical or Non Technical Bachelor’s degree with at least 3 years of applicable work experience. In lieu of Bachelor’s degree, Associates degree with at least 5 years applicable experience or Technical High School Diploma with at least 10 years applicable experience in any of the following areas: power utility or heavy industrial cost estimating experience in at least one discipline (e.g., electrical, civil, mechanical, etc.) with knowledge in other disciplines - transmission, distribution or generation engineering design, - transmission, distribution or generation construction experience. SR. SPECIALIST (2L): requires either a Technical or Non Technical Bachelor’s Degree with at least 5 years of applicable work experience. In lieu of Bachelor’s Degree, an Associates Degree with at least 7 years applicable experience, or a Technical High School Diploma with at least 15 years applicable experience in any of the following areas: • power utility or heavy industrial cost estimating experience in at least one discipline (e.g., electrical, civil, mechanical, etc.) with knowledge in other disciplines - transmission, distribution or generation engineering design, - transmission, distribution or generation construction experience.

Responsibilities: Prepares conceptual, authorization and appropriation cost estimates for multidiscipline construction projects. Must be able to develop estimates based on preliminary work scopes, drawings and sketches, while relying on personal experiences and or historical data to fill in missing information. Should have an understanding of the capital budget process and utility economics in the preparation of authorization and appropriation estimates used to obtain project funding approvals. Should be able to contribute to the development of project work scopes during estimate preparation to ensure project constructability and lower costs. Must be able to evaluate alternative designs and contribute to the optimum design selection. Meets with engineering, construction and the user organizations to ensure all aspects of the project have been incorporated in the estimate.


Physical Requirements: Requires a valid drivers license. Must be able to travel to field locations and wear the appropriate PPE as required.
