Qualifications: The EH&S Engineering & Construction Department is seeking to hire a highly qualified and motivated professional to join the Sustainable Infrastructure Section. Responsibilities: Provides general expertise and program management for various natural resource and SPCC project and issues. Specifically, act as the company Subject Matter Expert scientist by coordinating, monitoring, and providing technical and regulatory oversight and guidance to Con Edison’s Environment, Health & Safety program in the area of Natural Resource management. Major areas of responsibility include stormwater management, wildlife, wetlands, soil erosion and sediment control, land use, and tree preservation,. Candidate will also be responsible for program management of company’s SPCC program. Understand current, and evaluate proposed changes to, regulations and laws governing Natural Resources and SPCC management. Provide expertise on environmental issues, in particular, coordinate, oversee, lead, and monitor all technical and regulatory efforts, concerns, issues, questions, and activities associated with Con Edison's Natural Resource programs. Develop and maintain corporate Natural Resource management procedures and guidance documents, taking into account regulatory requirements and operating concerns. Will be responsible for developing, maintaining, and teaching training programs for all levels of the company in the above areas. Assist operating groups with developing low cost, sustainable project and program solutions. Provide guidance to EH&S staff and operating organizations concerning the various Natural Resource and SPCC management. Act as liaison between EH&S and operating groups, and interface with government agencies. Prepare and secure various agency authorizations. Provide expert guidance to engineering, operating groups and construction organizations prior to, during, and post construction. When appropriate, correspond with regulatory agencies regarding environmental incidents. Participate in EHS Emergency Resource Mobilization during emergencies. Perform other duties as assigned. The Associate Scientist/Scientist must have prior experience successfully managing projects or consultants or be able to demonstrate the ability to do so. Must have the skills to represent the company in regard to any relevant rulemaking procedures or proposed legislation, including working with internal and external stakeholders. Represent Con Edison on external committees. Coordinate with Con Edison EH&S staff and operating departments to provide input to such committees. Will evaluate proposed regulations and coordinate the preparation of Con Edison comments. Coordinate as necessary with industry groups, such as EEI, USWAG, EEANY, and the NYS Business Council, to ensure that Con Edison's positions are represented. The Associate Scientist /Scientist will assist in providing technical and regulatory oversight of concerns, issues, questions, and activities associated with compliance on these subject areas to achieve environmental compliance, to minimize environmental risks and to maintain environmental excellence and continued improvement. Will provide hands-on assistance to EH&S staff and operating organizations.

Responsibilities: Provide EHS Support back up for CS, CM, and Shop Teams; provide EHS support for special projects. Promotes a culture of honesty, integrity and openness regarding EH& S issues. Ensures that EH&S information is accurately and efficiently disseminated to operating field groups. Provide guidance to ensure implementation of plans, programs and strategies so that local operations effectively protect workers, the general public and the environment from the potential physical, chemical and biological hazards associated with or produced Company operations and activities. Maintains general expertise on EH&S topics, assists in the development of training classes, and delivers quality presentations to Company employees. Conducts field audits of Company crews and the contractor work force, attends post event meetings, and seeks immediate corrective actions. Develop and implement new Safety Strategies, Work Process Improvements, and Resource Conservation Initiative; conduct EHS&S Self Assessments. The selected candidate would be responsible for tracking daily SHIMs entries and maintaining multiple EHS data spreadsheets and safety information folders. EMIS coordinator responsible for spill closures; liaison with Law and Workers’ Compensation resolving open cases; procurement coordinator for Construction safety equipment. Conduct accident and injury reviews; coordinate multiple Accident Review Committee meetings for Company and contractors. Prepare for the Vice President detailed safety statistics, incident reviews, HPI talking points for weekly safety calls an meetings. Prepare multiple Business and Safety meeting presentations. Author and communication Situation Summaries, Safety Focuses and Spotlights on Safety communications. Directly reply to GM data request and customized analyses; maintain Construction EHS KPI and maintain monthly KPI reports; calculate and forecast KPIs for VP meeting and communication; produce Questioning Knowledge slide packages and attend Central Operations Excellence Meetings; coordinate Construction EHS Awards Program Perform other related assignments as required.


Physical Requirements: Valid driver’s license required. Must be willing to travel to various locations and be prepared to respond to emergencies and work weekends, if required. Position may require walking, standing or climbing. Must be able to wear all required Personal Protective Equipment for electric, gas and steam Company facilities.

This candidate would be expected to fully understand EH&S standards, processes and principles and independently lead quality improvement reviews. It is preferred that this candidate has completed ISO 9001 or ISO 14001 Lead Auditor or equivalent. Lead Auditor certifications in quality and/or environmental management systems. Minimum requirements for the Specialist (1H) title level include a high school diploma and 5 years of experience in Quality Assurance or in depth knowledge of Environmental Health and Safety (EH&S) regulations, standards, processes and best practices., OR a Bachelor’s degree (related field preferred, e.g., Quality Management, Engineering, EH&S) and 2 years general work experience.

Responsibilities: The Specialist/Sr. Specialist will be expected to work under the direction of other quality employees or supervisor to primarily support the identification and analysis of EH&S processes. Specialist/Sr. Specialist shall be able to develop corrective actions and quality improvement projects for implementation. The Specialist/Sr. Specialist will have the flexibility to utilize industry accepted quality tools, standards and processes. A demonstrated ability to implement an EH&S quality review process that utilizes examining and evaluating data, questioning, and synthesizing information to determine the quality system’s adequacies, deficiencies and corrective actions. The work involves doing process and program inventories, data trending and analyzing, prioritizing quality reviews/audits, interviewing process/program owners, analyzing and compiling review data and information, writing reports and findings, etc. This will be done in part based upon international quality standard ISO 9001 and environmental management systems standard ISO 14001, among others. The Specialist/Sr. Specialist would also be involved in risk management analysis, in particular as it relates to processes and programs, and support the other work of the Section as needed.


Physical Requirements: Position requires a valid driver’s license for travel within service territory, as needed. The position requires being available for system emergencies (e.g., CERC, system emergencies).

Work experience in an operating power plant is preferred.

Responsibilities: The Senior Specialist will provide field support to ensure compliance with all environmental & safety regulations, programs, and procedures that is consistent with the Company's commitment to EH&S Excellence. The primary subject matter areas include: oil (PBS, MOSF, SPCC, Pipeline) , waste management, PCB, chemical, air, water, asbestos, and land use and support within various safety program areas such as lock out/tag out, confined space, fire protection, materials handling and industrial hygiene. Conducts compliance reporting, inspections and tests, incident investigation, program implementation, documentation, and project oversight. Presents training to Station personnel in various safety & environmental subject matter areas. Reviews operations and maintenance activities to ensure regulatory compliance. Reviews permit preparation and maintenance, procedure development and maintenance, incident report development, and various additional recordkeeping activities. Ensure that all personnel at the facility use sound EH&S practices in accordance with Company policy and government regulations.
