Qualifications: The EH&S Sustainable Infrastructure group is seeking to hire a highly motivated individual who is driven to deliver Environmental Health and Safety excellence and recognizes the critical importance of team work. The position requires excellent written and oral communications skills. The individual must be able to work independently without extensive supervision, be flexible in handling multiple work assignments, changing priorities and able to meet deadlines. To be considered for this position, you should have a Bachelor’s Degree or Associates Degree in Engineering, Environmental Science, Chemistry, or similar. Experience working in the utility industry or in the EH&S field is preferred.

Responsibilities: Provides general expertise and guidance on Environmental, Health and Safety requirements during the project planning and implementation phase. Coordinate, monitor, and provide expert technical and regulatory guidance to Con Edison's Environment, Health & Safety program and Engineering departments on regulatory compliance in the areas of safety and environmental management: review of EH&S considerations in engineering and design including but not limited to safety and environmental issues such as OSHA requirements, safety design, chemical management, contaminated sites, air permitting, waste management, oil/tank management, water management (i.e. water supply, wastewater, storm water, spill prevention, control, and countermeasures), wetlands and wildlife, in order to achieve excellence in safety and environmental compliance and to promote continual improvement. Understand current and evaluate proposed changes to Corporate policies and procedures, regulations and laws governing EH&S. Provide expertise on environmental issues and, in particular, coordinate, oversee, lead, and monitor all technical and regulatory efforts, concerns, issues, questions, and activities associated with Con Edison's company procedures program for a geographic area within the company’s operating area. Will be responsible for developing, maintaining, and teaching training programs for all levels of the company in the above areas. Assist operating groups with developing low cost, sustainable project and program solutions. Provide guidance to EH&S staff and operating organizations concerning the various Natural Resource issues. Act as liaison between EH&S and supported groups, and interface with government agencies. Prepare and secure various agency authorizations. Provide expert guidance to engineering, operating groups and construction organizations concerning compliance with the EHS Design Review process and related EH&S impacts. When appropriate, correspond with regulatory agencies regarding environmental incidents. Participate in EHS Emergency Resource Mobilization during emergencies. Perform other duties as assigned. The Specialist/Sr. Specialist must have the skills to represent the company in regard to any relevant rulemaking procedures or proposed legislation, including working with internal and external stakeholders. The Associate Scientist /Scientist will assist in providing technical and regulatory oversight of concerns, issues, questions, and activities associated with compliance on these subject areas to achieve environmental compliance, to minimize environmental risks and to maintain environmental excellence and continued improvement. Will provide hands-on assistance to EH&S staff and operating organizations in the area of Spill Prevention, Control and Countermeasures (SPCC) by conducting inspections of facilities within the SPCC program.


Physical Requirements: Valid driver’s license required to travel to various locations and conduct field visits of Con Edison facilities/future work sites. Participate in Department and Company emergency response events.

Qualifications: EH&S Operations is seeking a dynamic and responsive individual to join the EH&S team supporting Bronx/Westchester Electric Operations as a Senior Specialist. Must demonstrate a broad understanding of the Key Performance Indicators (KPI) related to Electric Operations. The candidate must demonstrate proficiency with Microsoft Office products and possess the ability to quickly become proficient with computer systems including SHIMS and EMIS. To be considered, candidates must demonstrate that they have, at minimum, a Bachelor's degree in a technical discipline plus two years of field experience (Preferred), OR an Associate’s degree in a technical discipline plus four years of field experience, OR a High School diploma/GED plus five years of field experience. All candidates must have at least two years of direct experience performing EH&S-related performance oversight functions.



Bachelor's degree and working familiarity with regulatory requirements underlying the Company's various EH&S procedures are preferred

Responsibilities: Ensures implementation of Company safety, health and environmental programs for employees whose work is directed. Ensures that safe work practices are followed and the environment is fully protected in accordance with Company policy and governmental regulations. Verify, and facilitate as necessary, implementation of Company EH&S programs. Perform regular observation of field activities to assess compliance with health, safety and environmental requirements, and reports results as directed. Ensure implementation of necessary corrective actions to address identified deficiencies. Work with Electric Operations to integrate human performance initiatives into work practices to help achieve operational excellence and prevent incidents. Oversee the job site observation activities performed by designated field representatives to ensure that evaluation criteria is applied consistently, and that interactions between the observers and operating personnel are value-added. Provide immediate response to EH&S-related incidents and initiate documentation of circumstances and conditions; support subsequent incident analysis and development of lessons learned. Prepare reports and supporting materials to communicate incident analyses, compliance trends, performance information, regulatory issues, and other subject matter area-specific discussion documents. These materials will include regular job observation result compilations, situation summaries, and driver improvement information, and root cause analyses.



Attend local meetings to ensure that EH&S information is appropriately and amplified by the EH&S representatives as necessary to promote audience retention. Prepare and present topic-appropriate materials to communicate EH&S-related information and requirements to mixed audiences that may contain field employees as well as various management levels. Research and learn details necessary to fully understand and assess all EH&S implications associated with field work in Electric Operations. Coordinate and participate in the performance of regular hazard assessments to ensure that all potential EH&S liabilities associated with work activities have been identified and appropriately addressed. Demonstrate ongoing development in knowledge of EH&S-related requirements, in order to properly act as advice and counsel for all EH&S related issues. Respond to emergency situations and provide support as necessary to help ensure compliance with all applicable requirements. Engage and support a positive culture of teamwork, honesty, integrity, and openness at all times. Coordinate contractor oversight activities performance by EH&S field representatives. Review and analyze Contractor Field Observation Reports (CFOR’s) data at regular intervals. Identify, monitor, and communicate performance trends as appropriate. Document incident and other safety-related information in the company’s Safety and Health Information Management System (SHIMS) as directed. Act in the capacity of local Respiratory Protection Program Administrator. Coordinate environmental response to incidents such as spills and releases so that reporting, clean-up response operations and waste management are conducted safely and in compliance all requirements. Administer and coordinate other environmental, health and safety-related programs and initiatives as directed.

Physical Requirements: Meet basic Con Edison fitness for duty requirements Maintain availability to support activities on a 24x7 basis in accordance with an established duty schedule ¬Be able to wear air-purifying and supplied-air respiratory protection. Be able to enter electric enclosed spaces and perform EH&S-related work

Requires computer proficiency. Position level will be commensurate with candidate experience. Specialist (1H): Candidates with an Associate’s Degree in a related discipline must have a minimum of five (5) years relevant experience in the EH&S field. Candidates with a Bachelor’s Degree in a related discipline must have a minimum of two (2) years relevant experience in the EH&S field. Senior Specialist (2L): Candidates with an Associate’s Degree in a related discipline must have a minimum of five (5) years relevant experience in the EH&S field. Candidates with a Bachelor’s Degree in a related discipline must have a minimum of three (3) years relevant experience in the EH&S field. Prefer candidates with experience working in the electric/gas/steam utility industry.



Alternatively, candidates with a Bachelor’s degree in a non-technical discipline (e.g. business, social sciences, etc.) will be considered with a minimum of four (4) years of EH&S experience

Responsibilities: Will provide EH&S technical authority and support for Central Engineering/other Con Edison engineering organizations, so that engineering organization activities can proceed in a manner that complies with federal, state and local EH&S requirements as well as company and departmental procedures and protocols. Functions include serving as an EH&S Project Lead responsible for coordinating EH&S Design Reviews per company procedure, providing EH&S-related engineering design support, coordinating EH&S-related permitting submissions and presentations to government agencies and community groups, managing supporting consultants and contractors. Will coordinate, develop expertise and provide guidance including but not limited to the following: electric and magnetic field (EMF) assessment and mitigation, noise assessment and mitigation, environmental impact review and permitting of energy facilities, Phase I and Phase II Environmental Site Assessments, remediation of project sites, OSHA requirements, safety design, chemical management, air emission permitting, waste management, oil/tank management, water management (i.e. water supply, wastewater, storm water, spill prevention, control, and countermeasures), wetlands and wildlife. Will evaluate project results, recommend follow-on work, support development of sustainable project and program solutions, communicate and coordinate with others in Environment, Health & Safety, Con Edison operating groups, and support groups including Legal, Public Affairs, and Real Estate to achieve customer organization and project objectives.



The Specialist will have these basic job functions with the Senior Specialist receiving assignments of more significant complexity. The Senior Specialist will also take a lead role in presentations to government agencies and community groups, and in assisting, coaching, and training personnel in the application of EH&S - related programs, procedures and processes.

Physical Requirements: The selected candidate must have a valid driver’s license, be able to travel to various company locations and conduct project field visits, be respirator fit and don the required PPE.
