  • Responsibilities: Under the general direction of the Section Manager – Customer Energy Services, implements and administers demand-side management (including energy efficiency and demand response), renewable and low-income programs for residential, commercial and industrial customers. The Administrator will be responsible for the delivery of demand-side management, renewable programs, and low income programs and coordinate all program data collection required to ensure the measurement and verification of all program savings, database tracking of energy and demand savings, and goal attainment. The Administrator will also support departmental financial accounting functions including but not limited to forecasting and tracking spending at a detailed level, and reporting results for all the Company’s demand-side management, renewable, low-income and regulatory program initiatives. Must be versatile in directing diverse operating areas to achieve the Company’s demand-side management goals and demonstrate strong project management skills.   • Must successfully demonstrate the operation of the system through GOSS SCADA as well as successfully complete the confirmation and gas day close-out process on the CENTS application within a period not to exceed 1 year.

     



  • Must develop an in depth knowledge of the gas system and the ability to make adjustments in meter station takes and district regulator stations by adjusting gas system pressures and flows to effectively utilize pipeline deliveries and avoid costly penalties.

     



  • Must develop working knowledge of department operating guidelines and procedures.

     



  • Must complete and pass all required training and Operator Qualification testing within a period not to exceed 1 year.

     



  • Due to extensive training and qualification requirements a minimum of a 2 year commitment is required.

    Gas System Operator:


     



  • The qualified candidate must have a Bachelor’s Degree. A technical discipline is preferred.

     



  • Four years of general gas system experience (i.e. gas transmission, distribution, or supply) is required. A minimum of two years of Gas Control experience is preferred.

     



  • Must be able to demonstrate a working knowledge and proficiency in operating the system through GOSS SCADA and the CENTS applications.

     



  • Must demonstrate a working knowledge of department operating guidelines and procedures.

    Access daily weather forecast data and participate in determining projected gas distribution load utilizing the Neural-net model, or similar day look-up. Access the respective pipeline Electronic Bulletin Boards and retrieve the schedules necessary to complete the confirmation process for gas deliveries on CENTS as well as verify all contract information is accurate prior to the daily close-out. Participates in the Company’s emergency management processes and storm plans. Performs other related assignments as required.


    Associate Gas System Operator:


    Under the direct supervision of the Gas System Operator or Senior Gas System Operator, assists in maintaining the integrity of the Orange and Rockland gas transmission and distribution systems in a safe, reliable, and economic manner. This includes (responding to / or participate in the) implementation of emergency transmission contingencies, the operation of strategically located Remote Operated Valves, and adjusting system pressures. The Associate Gas System Operator must develop an understanding in the operation of the gas transmission and distribution systems as well as develop the knowledge, expertise and technical proficiency required to use sound judgment and make timely decisions.


    As directed, adjust gas system pressures and flows to maintain system integrity, particularly during peak load periods or emergency conditions by remotely operating gate stations and district regulators using the GOSS SCADA system. Monitor and adjust gas deliveries as directed to meet system load requirements as well as participate in balancing contracts across the gas supply portfolio. With some guidance, recognize abnormal operating conditions and implement corrective action as directed when responding to GOSS SCADA system alarms. Notify Gas Emergency Response Center and provide direction to reporting field crews and supervisors at the various locations as specified in Gas Control operating procedures and guidelines.


    Provides support in directing power generation users to modify gas burns in managing hourly and daily objectives. Monitors measurement data to ensure log-sheets are accurate and variations remain below 2%. Where discrepancy exceeds 2% document and notify office support staff. With some general guidance, supervises or otherwise directs company work forces during routine inspections and maintenance as well perform pressure and flow-rate adjustments as requested to support testing and calibration. With some general guidance, performs bi-monthly testing of all ROV’s and document results of each test.


    Gas System Operator:


    Under the general supervision of the Senior Gas System Operator, directs the operation and maintains the integrity of the Orange and Rockland gas transmission and distribution systems in a safe, reliable, and economic manner. This includes the implementation of emergency transmission contingencies, the operation of strategically located Remote Operated Valves, adjustment of system pressures through remotely operated regulators, and coordination with interstate delivery pipeline Gas Control groups. Coordinate system operations with Gas Supply, Gas Operations and respective delivery pipeline companies.


    Adjust gas system pressures and flows as necessary to ensure system integrity, particularly during peak load periods or emergency conditions by remotely operating gate stations and district regulator stations using the GOSS SCADA system. Monitor and adjust gas deliveries to meet system load requirements as well as balance contracts across the gas supply portfolio. This requires an in depth knowledge of the gas system and the ability to make adjustments in meter station takes and district regulator stations by adjusting gas system pressures and flows to effectively utilize pipeline deliveries and avoid costly penalties. Recognize abnormal operating conditions and implement corrective action when responding to GOSS SCADA (Supervisory Control and Data Acquisition) system alarms, including the closure of ROVs (Remote Operated Valves). Notify Gas Emergency Response Center and provides direction to reporting field crews and supervisors at the various locations as specified in Gas Control operating procedures and guidelines.


    Coordinate with field forces in responding to system anomalies and for the testing of various telemetry data such as alarms and verifying equipment operation. Ensures that appropriate gas schedules are in place to provide sufficient gas supplies to meet the gas system distribution load and electric generation requirements. Evaluates delivery pipeline versus Company metering hourly flow volumes and makes appropriate changes to adjust for timing related data download discrepancies. Reviews and approves all field work to be performed on the transmission system. Record daily operations in electronic shift log. Creates daily and ad hoc reports utilizing Excel and Word. Utilize gas load forecasting models to predict gas distribution loads. Receives and disseminates information on incidents to all levels of Company management.


    Directs power generation users to modify gas their gas burn as necessary in order to coincide with the parameters of the gas system to manage hourly and daily objectives. Ensures that data being used for the log-sheets is accurate. Verifies daily pipeline vs. Orange and Rockland measurement data. Ensure metering variations remain below 2%. Where error exceeds 2%, provide explanation and take corrective action with Gas Technical Operations and respective delivery pipelines. Supervise, assist or otherwise direct company work forces during routine inspections and maintenance as well perform pressure and flow-rate adjustments as requested to support testing and calibration. Performs bi-monthly testing of all ROVS and document results of each test. Any observed deficiencies will require follow-up with Gas Technical Operations.

  • Must have a valid driver’s license and the ability and willingness to work and travel to various corporate and company supported training school locations.

     



  • Must be willing and able to work a rotating shift schedule including nights, weekends and holidays as required.

  • Responsibilities:

    With limited guidance from the Section Manager, provides marketing, sales and coordination of the installation of natural gas facilities to new and existing Commercial/Industrial and Residential customers by performing cost benefit analyses, analyzing load requirements, and evaluating construction site conditions. Determines needs to meet the service requirements of the project, costs involved, and to insure that the customer is familiar with billing procedures, service classification information and applicable codes and specifications.

Develops and maintains a trade ally relationship with Plumbing, HVAC and Fuel Oil Mitigating contractors in order to assist both customers and contractors in converting from oil or propane to natural gas service. Solicits new gas customers via telemarketing, mailings, Company publications, Company Internet web site and door-to-door canvassing to determine customer’s level of interest in converting to natural gas. Develops and maintains excellent interdepartmental relationship/partnerships (Gas Engineering, Gas Construction, Gas Metering, Line Technical Services, and New Business Services) to package marketing efforts and facilitate the installation of all natural gas facilities.


    Maintains a gas marketing project management database for the purpose of tracking and reporting new gas customers, revenue/profitability and future gas load impacts. Analyzes field conditions and assist the Operating Departments with planning and scheduling of gas distribution installations. Provides accurate reporting to the Operations Department on status of projects in- progress for purposes of manpower requirements, budget considerations and material ordering schedules. Prepares and presents information on service classification proposals, load studies, gas equipment; installation, service policies, and procedures, technical data, alternate system studies, energy concepts, and other customer-oriented analyses for new construction projects.


    Continually increases knowledge and technical expertise for the following applications: building heating and cooling, process heating and water heating. Provides engineering advice and cost benefit analyses to C&I and Residential customers, with respect to natural gas efficiency, HVAC systems, oil mitigation and other technical natural gas related issues. Inspects work performed by contractors to ensure compliance with applicable federal, state, local and Company codes and specifications for the installation of gas and electric facilities and report findings. Promotes teamwork throughout the new construction process to enhance productivity and assist the department by tracking and maintaining the organizations KPI’s. Develops close working relations with consulting engineers, architects, individual customers, land developer/builders, and other key individuals to keep abreast of proposed or existing planned expansions to provide adequate and timely energy service to the customer.


    Maintains familiarity with all pertinent national, state, and local electrical and construction codes, Company policies, tariffs, procedures, and construction standards relative to customer installations and Company facilities. Maintains knowledge of all natural gas rates, gas construction and state of the art gas metering, and all AGA, ANSI, state and local codes, as well as the technical aspects of gas equipment and related manufacturing processes.


    Participates in regulatory proceedings as required.


    Severs on the departments’ standby schedule.


    Participates in the Company’s emergency management processes and storm plans as required.

Provides assistance to engineering on new Commercial and Industrial (C&I) and Residential customers’ power system efficiency, HVAC system, energy management and power conditioning requirements. Under the direction of the Director – Control Center Operations, and in conjunction with guidance from the Chief System Operator and input from the Distribution Control Center Manager, the Section Manager’s primary responsibilities include: establishing goals for and providing overall direction to the group’s personnel to meet the critical systems planning and real-time support needs of System Operations, performing ongoing assessment of the group’s organizational structure to optimize functioning that adapts to the demands of a changing environment, coordination with and meeting the telemetry requirements of the New York Independent System Operator (NYISO), the PJM Regional Transmission Organization (PJM RTO) and other duly authorized market participants (e.g. generation owners/operators).

    Ensures the continuous, optimized operation of installed systems utilized by operators at both the Energy Control Center in SVOC and the Alternate Control Center in Blooming Grove to safely, reliably and efficiently manage the company’s transmission and distribution assets in real time. This includes the systems’ evolution and eventual replacement. Directs the identification, justification, development and implementation of new technology, equipment, systems, policies and procedures that improve electric system control, performance, economics and security. Drives operator situational awareness, ensures regulatory (e.g. PSC, NYISO, PJM, etc.) NERC and Regional Reliability Organization (NPCC, RFC) mandatory standards compliance. Manages and coordinates cyber security and infrastructure architecture activities with the corporate IT department and a variety support activities with the Facilities department.


    Oversees the operation of the EMS Support Services group. Establishes goals and priorities for direct reports to maintain an industry leading position in EMS application, security and availability. Manages the requirements for EMS and related computer equipment to facilitate the training of personnel in the operation of the electric system in accordance with departmental objectives. Responsible for performing quality assurance reviews of electric meter installations.

    Develops and maintains working knowledge of FERC, NERC, Regional Entity (eg NPCC and RF), State, and Reliability Coordinator (NYISO and PJM) mandatory reliability standards applicable to O&R as the company is registered on the compliance registry, and standards development, implementation and auditing processes. Responsible for the continuing development, implementation, and oversight of the O&R Critical Infrastructure Protection Program and all company and corporate CIPS related Policies, Procedures to assure sustained compliance with the latest CIP standards. Provides significant contributions required for implementation of major projects, taking responsibility for various segments, or will handle all facets of enhancement projects. Works with users to prepare requirements analyses for enhancements to existing systems or new systems. Develops functional scope and design documentation for enhancements proposed for existing systems. Principal author in development of technical documentation for large system projects and the corresponding drafts test plans. Designs application enhancements and small projects according to departmental standards. Writes programming specifications and flow charts based on system design. Codes applications or supports some aspect of the application development environment (such as tools or common components) and performs unit testing. Troubleshoots problems found in testing development projects, production applications, or the development environment. Prepares work for production implementation. Works with vendors to install products. Supports and maintains vendor packages in production, performing and testing upgrades as necessary and prepares changes for production and implementation. Performs integration and system testing, and sets up user acceptance testing and performs application testing for technology upgrades. Provides technical guidance and assistance to CIMS team members. Identifies and resolves information flow, content issues and transforms business requirements into logical database designs, data models and data definitions and recommends tools and methodologies to be used for managing data. May be required to coordinate development activities of several contractors and junior staff. Makes recommendations for improving application design and implementation in light of process changes or changes in the business or technology environment. Responsible for maintaining knowledge of system technologies, approaches, and solutions utilized within the CIMS system and interfaces. Captures scope, design, schedule, cost, and performance information in specified documentation formats and performs necessary updates. Participates in the Company’s emergency management processes, storm plans, and disaster recovery simulations, as required. Performs other related duties and assignments, as required.

  • Responsibilities: With some general guidance, provides on-site troubleshooting, problem diagnosis and resolution, and general support for the corporate computing infrastructure installed at all company locations. Ensures all work practices and workspace in O&R’s service areas meet Company and Information Technology standards relative to housekeeping and safety matters. Maintains a thorough working knowledge of all corporate standard computer software required by the Corporation (i.e., Microsoft Office Suite, SharePoint collaboration tools, SMS software deployment tools, Computer Cost Central). Good understanding of, in order to support O&R specific corporate deployed applications preferred, i.e., CIMS Customer Service System, OMS, Gas Mobile Dispatch and NRG Mapping system. Ensures that security, anti-virus and backup programs are effectively installed and operational on all PCs and laptops.


    Performs administrative duties such as MAGIC and SMS reporting and completes tasks performed on a daily/monthly timetable. Provides off-hours on call support on a rotating basis. Escalates problems to experts within an appropriate time frame. Assists users with stand-alone PC problems. Records calls received and resolved in the Help Center Tracking System. Supports operating organizations during corporate emergencies. Assists with teleconferencing presentations for setup and deployment, when requested. Performs other related assignments or projects as required.
