Qualifications: O&R Vegetation Management Department is seeking to hire a Chief Construction Inspector to join it's team. This position requires candidates to demonstrate in the application they possess the following skills and abilities:


  • A Bachelor’s Degree, preferably in Environmental Science, Forestry, or other related field with 2 years of work experience in line clearance operations on electric transmission and/or distribution lines OR Associate’s Degree, preferably in Environmental Science, Forestry, or other related field with 4 years work experience in line clearance operations on electric transmission and/or distribution lines OR High School/GED and 5 years work experience in line clearance operations on electric transmission and/or distribution lines.

  • Certification by International Society of Arboriculture (ISA) as a Certified Arborist is preferred. This certification must be obtained within 18 months of being assigned to this position.

  • Certification by New York State Department of Environmental Conservation as a licensed pesticide applicator or technician under category 6A is preferred. This certification must be obtained within 18 months of being assigned to this position.

  • Prefer two years supervisory experience.

  • Must have strong decision making skills. Must be flexible to handle multiple assignments and meet deadlines.

  • Must possess strong oral and written communication skills as well as interpersonal skills required to effectively supervise contractor operations.

  • Computer literacy and proficiency in Microsoft Office Suite is required.

  • Must have a valid driver’s license.

  • Must be able and willing to travel within Company service territory, as needed.

  • Responsibilities: Under general supervision, supervises the work of contract Vegetation Management crews to ensure compliance with the company’s vegetation management program and practices. Assures all contractor work is performed in a timely and efficient manner and is in accordance with established Company standards. Ensures that the contractor’s method of work conforms to local, state and federal regulations.

    Maintains a working knowledge of state and federal codes governing vegetation management along with Orange & Rockland’s electric standards, work procedures, and EH&S rules and guidelines. Supervises the work of contract Vegetation Management crews and contract inspectors to ensure that work is performed in compliance with job specifications, and that required clearances are achieved. Ensures all contractor work is performed in compliance with company safety standards and OSHA requirements. Performs written quality audits of contractors’ work and provides feedback to management. Recommends work process improvements to enhance quality and productivity. Provides expert arboriculture advice on customer inquiries regarding vegetation maintenance and utility line clearance requirements.


    Acts as the company representative at Town and Municipality meetings regarding utility vegetation maintenance requirements. Responds to emergencies during non-working hours. Reports contractor work performance through the contractor oversight system. Tracks and controls project costs. Utilizes Oracle to requisition, receipt, and approve payments. Supervises and participates in the preparation of studies and reports required by the Company and regulatory bodies. Maintains required records and reports in a manner suitable for inspection by Company auditors and governing agencies. Participates in the Company’s emergency management processes and storm plans as required. Performs other related duties, as required.

    Engineer:

Will collaborate on the installation and implementation of EMS and Energy Control Center support software and hardware ensuring initial and ongoing compliance with company policies and regulatory standards. Employee will participate in the support of advanced EMS application tools (e.g. Simulator, Security Management, Contingency Analysis, and State Estimator) and develop, review, and revise operating instructions and procedures applicable to all cyber assets and EMS technology work performed in support of the Control Center.


    Under the guidance of the Principal Engineer, configures and maintains power engineering application software (i.e. TSM, State Estimator, Contingency Analysis, GDC) used in Control Center Operations. Under the guidance of the Principal Engineer, participate in the configuration and maintenance of the Supervisory Control and Data Acquisition (SCADA) database and displays. Assists field personnel in the check out and repair of remote SCADA monitoring, control and metering equipment. Under the guidance of the Principal Engineer, assists in the development of appropriate plans for the coordinated sharing of data based on the requirements of Engineering, Information Resources, other corporate departments, systems and external stakeholders. Actively maintains and monitors compliance to NERC Reliability, CIP and other Cyber Security Standards.     Provides support for the periodic review of performance of energy management system applications. Assists in the analysis and preparation of recommendations for economically justifiable enhancements to maintain and improve system operation effectiveness. Assists in maintenance of the Control Center’s computer equipment supporting the electric system. Assists in the development and maintenance of instructions and procedures related to computers and/or applications utilized by Control Center personnel.   • Responsibilities: Under general supervision of the Chief Distribution Engineer of Distribution Engineering, performs electrical engineering work in the distribution planning discipline requiring considerable individual judgment. The work involves detailed system planning and analysis for the overall distribution system with emphasis on short and long term forecasting, system contingency modeling, summer system operating modeling, annual under-frequency load shedding programs, and determining capital budget requirements.



    Engineer:

    Provides support to Senior and Principal Engineers with the annual preparation of the electric delivery system five-year capital infrastructure requirements for the Engineering and Electric Operations capital budgets. With some general guidance conceptually designs and supports the overhead distribution capital budget improvement projects to (LTS) Line Technical Services for estimation and design, and prepares all of the authorization funding requests, cost/benefit analyses and project justifications for these projects. Provides support and attends Engineering/Operations capital project review meetings and attends Division Engineer/Engineering interface meetings. Provides support and attends semi-annual meetings with the Customer Service New Construction Groups. With some general guidance, provides Distribution load flow program utilization and support, including area studies, modeling and analysis, circuit voltage profiles and contingency switching analysis, loss studies, distribution circuit configurations, and system administration on an as needed basis. With some general guidance, provide Operations support functions, including circuit fuse coordination studies, motor start calculations, capacitor and voltage regulator location and setting recommendations, substation transformer fixed tap and LTC settings, New Business responses, and Division Engineer assistance in investigating circuit area voltage problems/complaints. Collects summer peak periods, contingencies and storms, Attends annual meetings with Distribution Communications Center and Electric Operations to review Distribution Summer Operating study which includes revised circuit configurations, forecasted peak loadings and recommended contingency plans. With some general guidance, meets with customers, new and existing, to address service capacity and redundancy, special customer needs and concerns.


    Sr. Engineer:


    With limited supervision, assists and performs load forecasting, system planning and expansion analysis, and the preparation of the annual 2 & 5-Year Distribution Forecast report, the annual NPCC underfrequency load shedding program. Assists other Senior and Principal Engineers in performing analysis and preparation of alternative DG/DSM economic evaluation/operational planning studies. Assists other Senior and Principal Engineers with the annual preparation of the electric delivery system five-year capital infrastructure requirements for the Engineering and Electric Operations capital budgets. Ensures field changes are handled in a timely manner. Manages all contractor claims.


    Ensures potential community concerns associated with the project are addressed in conjunction with Engineering and Public Affairs. Schedules and leads project planning and construction meetings, both internal and external. Reviews field drawings and specifications for completeness and accuracy. Ensures compliance with operating, housekeeping, and safety procedures which will provide for employee safety and welfare. Investigates and reviews wetlands, flood plains and other environmental impact issues to develop SWP, EHASP and other environmental plans as necessary for project approvals and construction in conjunction with Engineering.


    Reviews site screening and other potential municipal requirements; engages municipal leaders and building departments for comments in conjunction with Engineering and Public Affairs. Understands construction and operation of gas and electric delivery systems. Uses tools such as MS Project, as well as other Financial and Project Management tools used to manage construction projects. In conjunction with Public Affairs and Engineering, meets with municipal leaders to discuss the project to assure timely approvals. Attends departmental meetings as required. Participates in the Company’s emergency management processes and storm plans as required. Performs other related duties as required.

  • Responsibilities: The Project Specialist - Utility of the Future (“UOF”) will play a key role for the UOF team by supporting the interests of Orange and Rockland and its customers to work with regulators and third parties in support of a future utility business model. This future model will enable customers to participate in new product and service offerings while allowing the utility to manage the system with a high penetration of distributed assets, smart grid technologies, demand response, energy efficiency, and other customer-side technologies. In addition, this position will focus on potential industry changes for an evolving power grid for New York and New Jersey. This includes providing more information to stakeholders about system needs in an effort to direct customer solutions in areas where they will have the greatest benefit to the system, and as a result, to all utility customers. Leads the development and execution of Non Wires Alternative (“NWA”) and demonstration project(s) that advance the goals of the NYPSC Reforming the Energy Vision (“REV”) proceeding and align with the Company’s long term strategic interests. Oversees all aspects of the project from identification through execution and evaluation and will work with the UOF team to ensure successful implementation of the broad portfolio of REV projects.

  • Responsibilities: Under the general supervision of the Director or Project Specialist, serves in a key role for the Customer Energy Services department by supporting the interests of Orange and Rockland and its customers to work with third party partners in support of The Customer Engagement and Marketplace Platform (CEMP) Demonstration Project. This Project will enable customers to purchase and install Distributed Energy Resources (DER) and Energy Efficient (EE) product and service offerings while supporting the utility business model of establishing new revenue streams, and by the installation of technologies such as demand response, energy efficiency, and other customer-side technologies, which help support the ongoing operation of the energy distribution system. Ensures implementation of Company safety, health and environmental programs for employees whose work is directed. This includes responsibility for project planning and design, vendor technology evaluation, work scheduling and timeline design. Provides oversight and assistance with the implementation of the project(s), evaluation and monitoring and providing monthly project progress and financial reports to the appropriate company personnel. Assists with conducting periodic project update meetings with the Department of Public Service (DPS staff) and other stakeholders. Responsible for project planning and design, product technology evaluation, work scheduling and timeline design and oversight. Provides direct oversight of the CEMP, evaluation and monitoring and provides monthly project and financial reports to the appropriate company personnel. Tracks monthly sales and expenditures generated from the CEMP. Validates and approves invoices and works with Financial Services to track Program financial reconciliations. Responsible for attending and preparing documentation for periodic project update meetings with NYPSC Staff. Participates on various cross-functional teams which influence and identify new business solutions for the utility including; Electrical Engineering, Technical Engineering, Energy Efficiency, Customer Assistance/Accounting, AMI and other interfacing departments to adhere to all requirements and time schedules for the completion of REV related work. Performs other related tasks and assignments as required.
