  • Principal Engineer:


     



  • Obtaining or working towards a NY, NJ & PA Professional Engineer’s License or an advanced technical degree is preferred.

  • Must have a minimum of 8 years of engineering work experience, with at least 5 years of experience in relay protection or related electric operations work. Good knowledge of running relay projects, approving drawings and fault event review. Strategic planning and supervisory skills required.

  • Must be technically proficient in a broad range of engineering responsibilities, and show a willingness to explore and implement new and creative solutions.

  • Responsibilities: Visit manufacturing facilities to witness tests on protection apparatus and prepare reports. Attend departmental meetings and serves on committees as required. Participate in the Company’s Emergency Response Plan through a designated storm assignment. Perform other related tasks and assignments as required.



    Engineer: Under general supervision of the Principal Electrical Engineer or Section Manager of Transmission and Substation Engineering, performs Electrical Engineering work in the Protection Engineering discipline. The work involves the design and application of Utility grade protection systems to the transmission and substation system for the Company. The Engineer shall also attend and represent the Company at industry meetings.

    With some general guidance, serve as Project Engineer for Relay Engineering Projects under supervision of Senior Engineer. Work closely with manufacturers, contractors, and suppliers relative to their proposals, specification of materials, bid evaluation, processing of invoices for payment in accordance with their performance under contract. Provides support to Senior and Principal Engineers in supporting major relay projects. Under supervision of Senior Engineer, perform Relay Setting Calculations for electro-mechanical, solid state, and microprocessor type relays. Familiar with vendor software and settings files. Under supervision of Senior Engineer, review outage reports for each system relay operation and system disturbances. Maintain and review the DFR systems and their data. Under supervision of Senior Engineer, work with the field personnel in analyzing system problems and testing schemes.


    Use the Aspen One Line computer based system-modeling program for fault current simulations and relay coordination. Perform preliminary Engineering cost estimates for feasibility studies as required to develop project alternatives. Prepare sketches to be used as the design guide for the Design Drafters in the preparation of schematics and construction drawings. Ensure that the department is kept up-to-date on the progress of projects, including the update of the Living Budget. Keep informed of the industry and keeps up to date with the latest developments in the Relay field as well as the Transmission Planning field.


    Sr. Engineer: With limited supervision from the Principal Engineer or Section Manager, performs Electrical Engineering work in the Protection Engineering discipline requiring considerable individual judgment. The work involves the detailed design and application of Utility grade protection systems to the transmission and substation system for the Company. Attends and represents the Company at industry meetings and serves on committees as required.


    Serve as Project Engineer for Relay Engineering Projects as assigned. Work closely with manufacturers, contractors, and suppliers relative to their proposals, specification of materials, bid evaluation, processing of invoices for payment in accordance with their performance under contract. Assist Principal Engineers by supporting major relay projects. With limited supervision, perform Relay Setting Calculations for electro-mechanical, solid state, and microprocessor type relays. Familiar with vendor software and settings files. Review, analyze, and prepare outage reports for each system relay operation and system disturbances. Maintain and review the DFR systems and their data. Work with the field personnel in analyzing system problems and testing components. Use the Aspen One Line computer based system-modeling program for fault current simulations and relay coordination. Direct the activities of employees assigned on a specific project as required.


    Perform engineering cost estimating and develop project design alternatives as necessary. Prepare sketches to be used as the design guide for the Design Drafters in the preparation of schematics and construction drawings. Keep informed of the industry and keeps up to date with new technology and developments in the Relay field as well as the Transmission Planning field. Perform compliance review of FERC, NERC, NYISO, PJM, NPCC, RF and PSC standards and requirements concerning the transmission and substation system for the Company.


    Principal Engineer: Motivated self-starter requiring little or no direction, serving as a technical expert in the field of protective relaying. Performs Electrical Engineering work in the Protection Engineering discipline requiring considerable individual judgment. The work involves the detailed design and application of Utility grade protection systems to the transmission and substation system for the Company. Provides leadership in the form of directing the engineering duties of the department using the individual’s considerable experience and judgment. Makes independent decisions and recommendations on engineering issues. Provides technical guidance, training and expertise to less experienced engineering staff, and to other departments. Provides engineering support and expertise for various operations groups throughout the Company. Attends and represents the Company at industry meetings and serves on committees as required.


    Is regarded as a technical expert of protective relaying. Take lead and provide expertise in all aspects of Relay Protection planning and analysis.     Review, analyze, and prepare outage reports for each system relay operation and system disturbances. Maintain and review the DFR systems and their data. Work with the field personnel in analyzing system problems and testing components. Use the Aspen One Line computer based system-modeling program for fault current simulations and relay coordination. Takes lead on reviewing sketches of Senior Engineers and Engineers. Prepare sketches to be used as the design guide for the Design Drafters in the preparation of schematics and construction drawings. Keep informed of the industry and keeps up to date with new technology and developments in the Relay field as well as in the Transmission Planning field. Supervise Senior Engineers and Engineers in the Relay Engineering group including assigning and reviewing work and conducting performance appraisals.

  • Responsibilities: This position is the senior technical position responsible for the on-going development and maintenance of Information Security Policy to meet the business unit’s cyber security and cyber compliance missions and objectives. The Section Manager is responsible to:


  • Plan, design and implement, in conjunction with other key stakeholders, the cyber security program and technical architecture to implement the associated policies.

  • Plan, develop and implement the program’s processes and technical controls to mitigate threats that could attack, damage, or gain unauthorized access to networks, facilities, data or programs.

  • Plan, implement, and maintain High Value Network (HVN) applications and systems used by the Energy Control Center (ECC) and Alternate Control Center (ACC).

  • Plan, implement and maintain the Company's cyber security program as it relates to North American Electric Reliability Corporation (NERC) CIP.


  • Is dedicated to enhancing the Customer Experience, both within the Company and externally and demonstrates a commitment to the ideal of developing a proactive, customer-centric culture to foster trust and confidence among customers and improve value for all our stakeholders. Responsible for direct supervision of O&R’s Critical Infrastructure Protection Program including evaluating the performance of direct reports and taking action to develop individual and group performance indicators. Ensure that all the CIP requirements are met, as and when mandated, through the continuing development, revision, recommendation and implementation of operational strategies, budgets, technologies and required policies and procedures to meet NERC CIP requirements applicable to O&R assets and respond to real-time, specific, actionable threat information. Responsible for sustaining compliance with new and developing versions of CIP Standards through review, analysis and/or providing appropriate recommendations in the NERC standards development stakeholder process.


    Provide ongoing technical entity-specific risk analysis as well as assessment and recommendation for mitigation for the protection of applicable infrastructure. Risk analysis must provide the ability to identify, assess, monitor and respond to cyber security-related risks and provide the organization with the information needed to make risk-based decisions. Approach must consider safety and reliability, privacy and data integrity, business continuity and reputation management. Responsible for direct supervision and administrative support of the O&R ECC and ACC High Value Networks software and hardware utilized in support of the CIP Standards. Responsibilities include, but are not limited to, patching, antivirus, domain administration, networking, and hardware support, and including ensuring compliance with the BPU cyber security order and similar cyber security regulatory and/or corporate requirements. Interface with designated organizations and departments at O&R and CECONY, with service vendors and contractors, and with appropriate regulatory bodies to achieve sustainable compliance with all CIP Standards requirements to secure the identified cyber assets and systems from threats that could attack, damage, or gain unauthorized access to networks, facilities, data or programs.


    Interface with and participates in various working groups and committees as necessary. (e.g. Corporate cyber security team, DOE, NERC, NPCC, RF, PJM and NYISO sub-committees). Conduct reviews, audits, tests and drills, as appropriate, of CIP compliance activities, processes and documented guidance in order to monitor and report on status of compliance. In accordance with O&R’s established policies as well as the applicable CIP requirements, grant, change or revoke physical and/or electronic access to the Control Centers and BES Cyber Systems and critical cyber assets. Maintains expert knowledge of new and emerging cyber security technology and plan for related technology implementations several years in the future. Acquire in-depth knowledge of new and emerging cyber security technologies and plan for technology implementation into the future. Perform other related assignments, as required.

  • Responsibilities: The Specialist - Utility of the Future (“UOF”) will support UOF team in the interests of Orange and Rockland and its customers to work with regulators and third parties in support of Orange and Rockland’s transition to the role as the Distributed System Platform (“DSP”). This platform will enable customers to participate in new product and service offerings while allowing the utility to manage the system with a high penetration of new technologies including: distributed assets, smart grid technologies, demand response, energy efficiency, and other customer-side technologies. In addition, the Specialist will work on the team responsible for managing potential industry changes for an evolving power grid for New York and New Jersey. The Specialist will provide support in monitoring, assessing and implementing regulatory developments, particularly as they pertain to the NYPSC Reforming the Energy Vision (“REV”) proceeding.The Specialist will provide operational support of DSP enablement and REV work streams activities within the Company as well as coordinating aspects of DSP enablement with the Joint Utilities and stakeholders. Prepare written reports and supporting materials for executive meetings and submission to the NYPSC.     Provides support in monitoring, assessing and implementing regulatory developments, particularly as they pertain to the NYPSC Reforming the Energy Vision (“REV”) proceeding.Provides operational support of DSP enablement and REV work streams activities within the Company as well as coordinating aspects of DSP enablement with the Joint Utilities and stakeholders. Assist in writing white papers and preparing written reports, presentations and supporting exhibits and materials for executive meetings and submission to the NYPSC. Assists in the development of policies or strategies to address emerging issues and/or technologies.Supports the Section Manager and also interacts with other internal and external stakeholders.Promotes and coordinates strategies to communicate goals and benefits of REV to customers and other stakeholders including customer engagement tools, marketing and media.Supports cross-functional teams which influence and identify new business solutions for the utility including; Electrical Engineering, Technical Engineering, Energy Efficiency, Customer Assistance/Accounting, AMI and other interfacing departments to adhere to all requirements and time schedules for the completion of REV related work.Reviews regulatory commission statements, recommendations and rulings particularly as they relate to REV and REV related proceedings. Coordinates with various internal organizations on necessary action. Responsible for submitting department contract requests and renewals into Company’s procurement applications. Ensures allocations for invoice payments are accurate and complete; conduct review of invoices and payments to ensure compliance with procedures. Compiles department’s monthly Key Performance Indicators results and ensures information is reported timely and accurately .Prepares presentations to support communications with various internal and external stakeholders including senior management, Joint Utilities, and other NYPSC REV working groups, and policy makers.Supports the preparation of regulatory submissions, reports and interrogatory responses in REV regulatory proceedings and rate cases.Performs other related tasks and assignments as required.



    Physical Requirements:

  • Must be able and willing to travel within Company service territory and to other CECONY/O&R locations, as needed.

     



  • Must be able and willing to occasionally travel to regulatory and industry meetings as required.

     



  • Must be able to participate in the Company’s emergency management processes and storm plans as required.
