  • Responsibilities: Under general supervision is responsible for acquiring and applying broad knowledge of the policies, procedures and regulations followed by the various functions within Support Operations and Customer Service and utilize same to assist the department to effectively and efficiently maximize corporate revenues. Responsible to research and analyze customer inquiries and complaints. The data will be used to make recommendations to improve policies and procedures, while improving customer satisfaction. This position will support all functions of Customer Support Operations including; Executive Communications, Credit and Collections, and Quality Assurance. Resolve escalated telephone inquiries and disputes, commission complaints, and prepare written executive communication responses. Prepare the month-end statistical reports, status notes for monthly departmental progress report, ATIP goals, and other regulatory reports as required. Develop and maintain written documentation of work activities and procedures in the Customer Support Operations Department. Monitor, identify research and resolve any issues that deter the successful completion of any of the department goals. Assist with the maintenance the company’s Medical Hardship and Life Support programs in accordance with the Company’s policies and procedures. Develop positive working relationships with regulatory staff and colleagues at other utilities to assist in the analysis of customer inquiries and the implementation of best practices. Participate in conferences to help build these relationships. Participate in the Company’s Storm Plan with your assignment to the Special Response Team to handle escalated calls and customers with Life Support Equipment. Perform other related assignments as required.

  • Responsibilities:

    With limited guidance from the Section Manager, provides marketing, sales and coordination of the installation of natural gas facilities to new and existing Commercial/Industrial and Residential customers by performing cost benefit analyses, analyzing load requirements, and evaluating construction site conditions. Determines needs to meet the service requirements of the project, costs involved, and to insure that the customer is familiar with billing procedures, service classification information and applicable codes and specifications.

    Communicates and maintains relationships with key Town Planning Board Officials, Realtors, Developers, and Builders, in order to keep abreast of strategic construction projects where natural gas facilities may be expanded in an economically viable manner for the Company. Develops and maintains a trade ally relationship with Plumbing, HVAC and Fuel Oil Mitigating contractors in order to assist both customers and contractors in converting from oil or propane to natural gas service. Solicits new gas customers via telemarketing, mailings, Company publications, Company Internet web site and door-to-door canvassing to determine customer’s level of interest in converting to natural gas. Develops and maintains excellent interdepartmental relationship/partnerships (Gas Engineering, Gas Construction, Gas Metering, Line Technical Services, and New Business Services) to package marketing efforts and facilitate the installation of all natural gas facilities.


    Maintains a gas marketing project management database for the purpose of tracking and reporting new gas customers, revenue/profitability and future gas load impacts. Analyzes field conditions and assist the Operating Departments with planning and scheduling of gas distribution installations. Provides accurate reporting to the Operations Department on status of projects in- progress for purposes of manpower requirements, budget considerations and material ordering schedules. Prepares and presents information on service classification proposals, load studies, gas equipment; installation, service policies, and procedures, technical data, alternate system studies, energy concepts, and other customer-oriented analyses for new construction projects.


    Continually increases knowledge and technical expertise for the following applications: building heating and cooling, process heating and water heating. Provides engineering advice and cost benefit analyses to C&I and Residential customers, with respect to natural gas efficiency, HVAC systems, oil mitigation and other technical natural gas related issues. Inspects work performed by contractors to ensure compliance with applicable federal, state, local and Company codes and specifications for the installation of gas and electric facilities and report findings. Promotes teamwork throughout the new construction process to enhance productivity and assist the department by tracking and maintaining the organizations KPI’s. Develops close working relations with consulting engineers, architects, individual customers, land developer/builders, and other key individuals to keep abreast of proposed or existing planned expansions to provide adequate and timely energy service to the customer.


    Maintains familiarity with all pertinent national, state, and local electrical and construction codes, Company policies, tariffs, procedures, and construction standards relative to customer installations and Company facilities. Maintains knowledge of all natural gas rates, gas construction and state of the art gas metering, and all AGA, ANSI, state and local codes, as well as the technical aspects of gas equipment and related manufacturing processes.


    Participates in regulatory proceedings as required.


    Severs on the departments’ standby schedule.


    Participates in the Company’s emergency management processes and storm plans as required.


    Performs other related tasks and assignments as required.

  • Responsibilities:

    The Field Operations Planner, plans, oversees and coordinates the daily assignments and activities of Electric Operations field crews. Ensures that these activities are performed in accordance with applicable safety and environmental instructions and procedures, operating procedures and engineering plans and specifications, in order to affect the safe, timely, efficient and reliable installation, maintenance, repair and inspection of the electric distribution system and associated equipment. Ensures compliance with all laws, regulations, Company policies and appropriate industry standards.


    Plans, implements and coordinates Electric Operations programs and work activities in accordance with applicable procedures and specifications without compromising safety or system integrity and reliability. Ensures timely and appropriate response of electric emergency calls, and other reliability and customer service work, and completion of annual programs as required, in accordance with applicable company specifications and governmental regulations. Administers and communicates operating and environmental procedures in order to ensure safe work practices and a commitment to environmental excellence.


    Coordinates and ensures the availability and timely delivery of materials, supplies and equipment. Plans, organizes, schedules and assures the assignment of personnel to optimize productivity and meet departmental and company operating goals. Assists in the development and preparation and communication of forecasts, budgets and special studies. Evaluates the performance of the group and assists in determining human resource needs and provides input into the organization’s budget, training, safety and environmental plans and programs.


    Communicates, coordinates and provides guidance to personnel on work-rule compliance, good housekeeping and work area protection practices. Monitors and administers safety, environmental and training programs. Promotes a customer service-oriented team between Operating Supervisors and crews by emphasizing professionalism, honesty, concern, courtesy, excellence and teamwork in the group. Monitors compliance with Company policies and procedures, e.g. Performance Evaluations, EEO, Substance Abuse, Discipline, Security, Productivity, Environmental Instructions, Standards of Business Conduct, etc.


    Monitors adherence to Company, governmental and regulatory requirements and provides liaison with agency representatives as required. Must be available to respond to emergencies on a 24/7 basis. Ensures proper response to emergencies and interfaces with the Distribution Control Center (DCC). May supply and direct resources during emergencies. Promotes a positive orientation to customers and actively seeks to increase customer satisfaction and improve the Company’s public image.


    Promotes employee development and actively participates in leadership development programs such as GOLD and also provides for employee training and mentoring, and the development of opportunities that support diversity in the workplace.     O&R's Electric Distribution Control Center is seeking to hire an Operating Supervisor/Operating General Supervisor to join its team.

  • The candidate must pass a behavioral assessment. Must successfully pass a Personnel Risk Assessment which includes a 7-year background check, and training associated with NERC Critical Infrastructure Protection Standards (CIPS).

  • Must pass drug/alcohol testing as required by departmental policy.

  • Due to the extensive training associated with this position, the department expects a two year commitment that starts once the candidate completes the training program and qualifies as an Operating Supervisor.

  • Within 6 months of date of hire, must progress to Qualified OS/OGS status by achieving a thorough working knowledge of the electric distribution system, Company and Departmental policy, procedures, legal & ethical requirements, safety and environmental practices and be proficient in the use of Microsoft Office (Excel, Outlook, PowerPoint, and Word), WMS, OMS, NRG and other operational or Windows based software utilized in the Corporation.

  • Must possess strong oral and written communication skills, including the capacity to communicate effectively with union personnel, executives and other levels of management, the public, as well as with other departments.

  • The candidate must have a Bachelors degree, preferably in Electrical Engineering, with 3 years of Electric Control Center or Electric experience;

  • OR Associates Degree with at least 4 years of Electric Control Center or Electric experience; OR High School Diploma/GED with 5 years of Electric Control Center or Electric experience.

  • PTI Distribution Course completion, preferable.

  • All 2L candidates must have a minimum of two (2) years of supervisory experience.



  • Responsibilities:

    The qualified candidate will ensure the knowledge and implementation of Company safety, health and environmental programs for employees whose work is directed. Ensures that safe work practices are followed and the environment is fully protected in accordance with Company policy and governmental regulations.     Supervises the service operators including managing their performance and workload to ensure efficient use of company resources and reduce inconsistencies, specifically in the areas of company callouts, dispatch of crews, updates to OMS and WMS and timely updates to the management staff on duty. Directs and enforces the provisions of the collective bargaining agreement, corporate and departmental policies. Participates in the disciplinary process if/when necessary.  Coordinates the operation of substation distribution equipment with the System Operator, including planned and emergency switching, clearance requests and equipment repairs, in a timely and accurate manner. Ensures timely and accurate incident updates, to include but not limited to: notifications to internal and external entities, ERH/ETR information, proper damage assessment information entry, active working status and completion steps. Ensures full compliance to all external regulatory related activities as they apply to the electric distribution system, including timely and accurate event reporting. Provides quality assurance by: Actively assessing the department's compliance to specifications, procedures, rules and regulations, identifying deficiencies and their root causes; and Correcting deficiencies for overall improvement to avoid errors, enhance productivity, improve electric service reliability and ensure compliance. Performs other related assignments, as required.



    Operating Supervisor (1H)


    On a rotating shift basis and under the general supervision of the Section Manager, Distribution Switching Coordinator and Trainer the Operating Supervisor (OS) has complete operating authority and jurisdiction over the electric distribution system with responsibility for its day-to-day operation including oversight and guidance of field personnel when switching, performing system repairs, or installing and removing electric distribution equipment.     Operating General Supervisor (2L)


    On a rotating shift basis and under the limited supervision of the Section Manager, the Operating General Supervisor (OGS) has complete operating authority and jurisdiction over the electric distribution system with responsibility for its day-to-day operation including oversight and guidance of field personnel when switching, performing system repairs, or installing and removing electric distribution equipment.     Conducts thorough internal investigations, critically evaluates departmental performance and prepares detailed reports of findings as assigned. These investigations could require interviews with departmental and inter-departmental personnel, evaluations of performance based on OI guidance and corporate guidance at the time. Serves on the DCC Policy Committee. Responsibilities include, but are not limited to: soliciting recommendations and best practices from peers, drafting new Operating Instructions and/or revising existing Operating Instructions. OGS must justify requirements established in Operating Instruction to departmental Section Manager prior to approval. Provides accurate and timely mapping updates and manages the update process with the Mapping Department, to include, but not limited to: as-built changes communicated by field forces, mapping inaccuracies found during operations and new additions to the distribution system. OGS is required to follow-up on their own identified mapping feedback and departmental OSs. Reviews and approves department weekly employee timesheets. Timesheets must be reviewed daily for accuracy according to roll call and departmental guidelines. OGS is required to approve timesheets reviewed by departmental OSs. Represents DCC in meetings with various departments, including: Electric, Substation and Transmission Operations and Distribution Engineering. The OGS must arrive at meetings promptly and be prepared to discuss relevant issues involving the DCC, referencing Operating Instructions, prior meeting minutes or tasks assigned the department. The OGS must then provide feedback and updates to the DCC Section Manager in a timely fashion.

  • Maintain NERC and PJM certifications by obtaining the necessary continuing education credit hours.

  • Should possess strong electrical theory and operating background, and demonstrate familiarity with relay protection and transmission and distribution systems and their associated equipment.

  • Prior supervisory experience is preferred.

  • Must have strong oral and written communication skills and have the ability to effectively interact at all levels across the organization.

  • Ability to work well in team situations; participate in cross-functional teams as required.

  • Must have excellent computer skills, including proficiency with PC software and the Microsoft Office Suite, including but not limited to MS Excel, Word and Outlook.

  • Responsibilities: Under the supervision of the Senior System Operator-O&R (Trainer), in a fixed post position on a rotating shift, the System Operator is responsible for the safe and efficient operation of the Orange & Rockland Transmission system. The System Operator must develop an understanding of and proficiency in the principles of electric power systems, departmental operating manuals and instructions and corporate policies and procedures. The System Operator must use sound judgment and make timely decisions in performing the functions of switching and transmission operations. This position is directly responsible for adherence to all applicable North American Electric Reliability Corporation (NERC) and regional standards as the company is registered on the compliance registry.

    Under the direction of the Senior System Operator, ensures system voltages and real/reactive power flows are maintained within established limits. Creates and directs transmission switching orders utilizing available substation and system operating schematics in accordance with departmental and corporate protocols. Using sound judgment, adhering to department policies, procedures, regulatory standards and in conjunction with the New York Independent System Operator (NYISO) & PJM RTO, directs and/or implements remedial emergency measures (e.g., load shedding, voltage reduction) to facilitate restoration to the normal state of all O&R controlled facilities following system disturbances or limit exceedances.


    Coordinates operation of substation equipment and restoration of customers in cooperation with the Distribution Supervisor and Substation Operations personnel. Coordinates the operation of jointly owned transmission facilities with neighboring utilities, the NYISO and PJM. Prepares reports as to electrical statistics, interruptions, regulatory data and other similar or related information, as directed. Participates in the Company’s emergency management processes and storm plans. Performs other related assignments as required.
