  • Responsibilities: Under the general direction of the Section Manager – Customer Energy Services, implements and administers demand-side management (including energy efficiency and demand response), renewable and low-income programs for residential, commercial and industrial customers. The Administrator will be responsible for the delivery of demand-side management, renewable programs, and low income programs and coordinate all program data collection required to ensure the measurement and verification of all program savings, database tracking of energy and demand savings, and goal attainment. The Administrator will also support departmental financial accounting functions including but not limited to forecasting and tracking spending at a detailed level, and reporting results for all the Company’s demand-side management, renewable, low-income and regulatory program initiatives. Must be versatile in directing diverse operating areas to achieve the Company’s demand-side management goals and demonstrate strong project management skills. Prepares, tracks and administers operating budgets for all regulatory programs implemented by the department. Maintains a working knowledge of new demand-side management technologies and research carried out by energy related research organizations such as EPRI, EEI, AGA, E-Source, PLMA, AESP and any other applicable organizations. Responds to program evaluation results that inform modifications to program design and implements the recommended changes quickly. Represents the Company at regulatory proceedings and working groups regarding demand-side management, renewable and low-income programs in New York and New Jersey. Preserves and protects confidential information relative to the Company’s business plans, competitive strategies, customer information, and other sensitive information.   • Responsibilities: The Field Operations Planner, plans, oversees and coordinates the daily assignments and activities of Electric Operations field crews. Ensures that these activities are performed in accordance with applicable safety and environmental instructions and procedures, operating procedures and engineering plans and specifications, in order to affect the safe, timely, efficient and reliable installation, maintenance, repair and inspection of the electric distribution system and associated equipment. Ensures compliance with all laws, regulations, Company policies and appropriate industry standards.

    Plans, implements and coordinates Electric Operations programs and work activities in accordance with applicable procedures and specifications without compromising safety or system integrity and reliability. Ensures timely and appropriate response of electric emergency calls, and other reliability and customer service work, and completion of annual programs as required, in accordance with applicable company specifications and governmental regulations. Administers and communicates operating and environmental procedures in order to ensure safe work practices and a commitment to environmental excellence.


    Coordinates and ensures the availability and timely delivery of materials, supplies and equipment. Plans, organizes, schedules and assures the assignment of personnel to optimize productivity and meet departmental and company operating goals. Assists in the development and preparation and communication of forecasts, budgets and special studies. Evaluates the performance of the group and assists in determining human resource needs and provides input into the organization’s budget, training, safety and environmental plans and programs.


    Communicates, coordinates and provides guidance to personnel on work-rule compliance, good housekeeping and work area protection practices. Monitors and administers safety, environmental and training programs. Promotes a customer service-oriented team between Operating Supervisors and crews by emphasizing professionalism, honesty, concern, courtesy, excellence and teamwork in the group. Monitors compliance with Company policies and procedures, e.g. Performance Evaluations, EEO, Substance Abuse, Discipline, Security, Productivity, Environmental Instructions, Standards of Business Conduct, etc.


    Monitors adherence to Company, governmental and regulatory requirements and provides liaison with agency representatives as required. Must be available to respond to emergencies on a 24/7 basis. Ensures proper response to emergencies and interfaces with the Distribution Control Center (DCC). May supply and direct resources during emergencies. Promotes a positive orientation to customers and actively seeks to increase customer satisfaction and improve the Company’s public image.

Assists or performs preparation, coordination, maintenance and closeout a variety of local/county/state/federal permits and approvals, including but not limited to: Site Plan Approval, Zoning Board Approval, State Environmental Quality Review, NYS Department of Environmental Conservation permits, NJ Department of Environmental Protection permits, Building Permits, and local/county/state Highway Department permits.

Prepares weekly project progress reports, schedules, application/permits reports, Contractor Oversight System (COS) reports etc. as required or directed.Directs major system expansion, upgrade and construction projects. This includes responsibility for providing oversight and leadership for implementation of the project, and providing monthly project progress and financial reports to the appropriate company personnel. Direct project activities and continually assess contractor and Company manpower requirements, budgets and schedules. Acts as a liaison with all Company Departments during project implementation. Assures that all necessary permits, fees and licenses are secured. Provides close liaison with Engineering, Purchasing, Operations and other departments.Ensures contractor adherence to specifications, drawings, safety rules, company and regulatory requirements and any special conditions. Monitors schedules and progress and cost control of work program components. Attends design meetings, field visits, field walks and pre-award meetings. Ensures that the necessary outages are identified and obtains necessary outages and work permits, to start, continue and complete field work. Provide ongoing technical entity-specific risk analysis as well as assessment and recommendation for mitigation for the protection of applicable infrastructure.     Interface with designated organizations and departments at O&R and CECONY, with service vendors and contractors, and with appropriate regulatory bodies to achieve sustainable compliance with all CIPS requirements to secure the identified cyber assets and systems from threats that could attack, damage, or gain unauthorized access to networks, facilities, data or programs. The Senior Specialist may represent the company through participation and attendance at NPCC, RFC and NERC standards related and other regulatory agency activities as required.


    Develops and maintains working knowledge of FERC, NERC, Regional Entity (eg NPCC and RF), State, and Reliability Coordinator (NYISO and PJM) mandatory reliability standards applicable to O&R as the company is registered on the compliance registry, and standards development, implementation and auditing processes. Responsible for the continuing development, implementation, and oversight of the O&R Critical Infrastructure Protection Program and all company and corporate CIPS related Policies, Procedures to assure sustained compliance with the latest CIP standards. Manages and maintains O&R ECC change management systems for controlling changes to BES Cyber Systems within the ECC and substations.   • Responsibilities: Under the general supervision of the Chief System Operator-O&R, and on a rotating shift basis, the Senior System Operator-O&R (SSO) is responsible for all aspects of the daily operation of the bulk power system and acts as shift supervisor of the O&R Energy Control Center. The SSO must be experienced in power system operation and expertly proficient with department operating guides and instructions, applicable regulatory standards of compliance, and corporate policies and procedures. This position is directly responsible for adherence to all applicable North American Electric Reliability Corporation (NERC) and regional standards as the company is registered on the compliance registry. The SSO must coordinate bulk power activities with the NYISO, PJM RTO and other market participants to ensure the safe, economic and reliable delivery of electric service to our customers.

    Maintains working knowledge and directs all duties (normal and emergency actions) of the System Operator so as to effectively supervise the subordinate functions to ensure system security is maintained. Monitors the status of the transmission system, analyzing the effects of contingencies and scheduled outages, recommending steps to minimize their effects and assuring that proper attention is given to the coordination of restoration efforts for equipment out of service. Using sound judgment, adhering to department policies, procedures, regulatory standards and in conjunction with the New York Independent System Operator (NYISO) & PJM RTO, as applicable, performs initial analysis of system disturbances and directs and/or implements remedial emergency measures (eg switching, load shedding, voltage reduction) to facilitate the restoration to the normal state of all O&R controlled facilities following system disturbances.


    Ensures appropriate and timely communications with operating personnel at NYISO, PJM and market participants. Develops long and short term load forecasts using provided analytical tools. Develops and maintains the necessary records and reports documenting system performance, regulatory compliance activity and the like, as directed. Approves all Bulk Power switch orders in accordance with O&R safety and procedural guidance, regulatory standards, and security analysis measures. Participates in the Company’s emergency management processes and storm plans. Performs other related assignments as required.
