Qualifications: The Rate Engineering Department at Con Edison leads the development of tariffs and rates for electric, gas and steam service to meet the Company’s required revenues, address regulatory requirements and reflect changes in the business environment such as advanced metering infrastructure and the increasing penetration of distributed energy resources. We are seeking a highly motivated individual to fill the role of Technical Specialist. To be successful the candidate must possess: (a) superior oral and written communication and presentation skills; (b) strong interpersonal skills and the ability to lead projects involving internal and external organizations; (c) the ability to handle multiple assignments with a high level of attention to detail while still meeting deadlines; and (d) proficiency in working with Microsoft Word, Excel and PowerPoint. The Technical Specialist must possess a Bachelor’s degree in Business, Accounting, Finance, Economics, Mathematics, Statistics, Engineering or related discipline. A master’s degree or MBA is considered a plus. The ideal candidate must have a minimum of eight years of work experience, including a minimum of five years of experience in utility regulatory or policy matters.




Responsibilities: The selected individual will: design, administer, and interpret existing tariffs and rate structures; develop new tariffs and rate structures that meet Company strategic objectives and competitive challenges; and ensure that tariffs are interpreted correctly. A key function of this position is to understand how changes in the regulatory environment and the Company’s business needs affect the Company’s tariffs and propose and implement tariff amendments to address those changes. The selected individual will work with both Rate Engineering employees and cross-departmental teams. This position requires extensive communication regarding tariff and rate issues to a variety of internal and external stakeholders, among which are various regulatory agencies. Specific responsibilities are as follows: 1. Prepare complex, comprehensive tariff changes and cover letters to regulatory agencies explaining the changes. 2. Interpret regulatory commission orders and, working with affected internal stakeholder departments, prepare tariff amendments in compliance with such orders. Work with affected internal departments to assist in the implementation of tariff changes. 3. Prepare and present testimony before regulatory bodies; analyze testimony of opposing witnesses and assist in preparing cross-examination; and assist in the preparation of legal briefs. 4. Participate in settlement negotiations and assist in the preparation of settlement documents. 5. Participate in generic and other regulatory proceedings and collaboratives as required, and help guide/influence policy on rate and tariff-related issues. 6. Conduct studies to determine whether modifications to existing tariffs are required to address new types of service and changes occurring in the business environment (e.g., advanced metering and more distributed energy resources). Develop tariff amendments to address these changes. 7. Keep abreast of developments in the regulatory and ratemaking areas through review of opinions and decisions issued by regulatory agencies, review of other utilities' tariffs and rate structures, and membership in and attendance at industry meetings and seminars. 8. Interpret the Company's tariffs; provide guidance to internal and external customers concerning tariff provisions and rate structures; and research historical tariff provisions as needed. 9. Represent the Rate Engineering department internally in tariff-related discussions and CEO Certification activities. 10. Represent the Company at meetings with regulatory agencies, utilities and other external stakeholders and maintain open communication with regulatory agency personnel. 11. Make all filings within the appropriate deadlines required by applicable regulatory agencies. 12. Prepare notices of tariff amendments to be published in the New York State Register and in local newspapers.


Physical Requirements: Must have a valid drivers license. Must be able and willing to travel within and outside Company service territory as needed. Must be able to participate in the Company’s emergency management processes and storm plans as required.
