Qualifications: Con Edison Emergency Preparedness and Business Resiliency organization, formerly Emergency Management, is seeking a highly motivated dedicated professional to join the organization. The selected candidate must effectively implement and champion change and possess a commitment to achieving operational, environmental and safety excellence and providing a superior level of customer service. In this position, The Senior Specialist/Project Specialist will work directly with the various Con Edison and/or Orange & Rockland operating organizations (Electric, Gas, Steam, Substations, or S&TO) and various other support groups, to enhance their emergency preparedness processes through planning and coordination of company resources during emergencies and subsequent response and recovery efforts. The Senior Specialist/Project Specialist plays a major role in the coordination of mutual assistance activities for incoming and outgoing resource needs for all commodities. They are also responsible for the assessment of the adequacy and application of the emergency response plans and applicable procedures or guidelines during actual events/emergencies and working to foster standardization and the consistent application of emergency management principles; and the facilitation and response to information requests. Must have a minimum of four years of emergency preparedness experience or related engineering or operational experience. Familiarity with outage management applications (e.g., Web Workspace and Outage Management System) is preferred. Knowledge of Incident Command System principles preferred. Previous experience dealing with Contractors is a plus. Basic understanding of the operation of energy commodity systems (e.g., electric overhead and/or underground distribution systems, steam, gas, substations and transmission operations). Candidate should exercise independent judgment and render sound business and policy decisions. Must be well-organized, detail-oriented, and flexible and be able to handle multiple tasks, changing priorities, and achieve critical deadlines. Excellent interpersonal and communications skills are required in order to effectively interact with regulatory agencies, regional operations organizations and senior-level executive management both within and external to the Company. Candidates must demonstrate proficiency in Microsoft Office applications: Word, Excel, Outlook and PowerPoint. The Senior Specialist (2L) Bachelor’s degree with 3 years of related work experience or Associates degree with 4 years of related work experience or High School diploma/GED with 5 years of experience required. The Project Specialist (2H) Bachelor’s degree with 4 years of related work experience or Associates degree with 5 years of related work experience or High School diploma/GED with 7 years of experience required.



Training in ICS Basic, IS-700, Advanced ICS (ICS-200) and ICS-300 must be satisfactorily completed within 1 year of hire.

Responsibilities: The primary objectives and responsibilities: Work with other Emergency Preparedness and Business Resiliency sections in an effort to support a comprehensive, progressive, risk-driven, integrated, collaborative, coordinated, flexible and professional emergency preparedness program. Support the Company’s commitment to the use of emergency preparedness principles; the Incident Command System (ICS) during emergencies and exercises, and compliance with Corporate Instruction (CI) 260-4 and the Corporate Response to Incidents and Emergencies Guideline. Support the facilitation of the company’s resource acquisition (mutual assistance) process which includes coordinating with operating entities and other utilities and contractors, in response to identified needs, and coordinate the billing and/or perform related administrative work. Facilitate the company’s retiree crew guide process. Assist with the Emergency Preparedness and Business Resiliency emergency contract process. Maintain the contractor database and contractor external relationships. Work with the logistic team to coordinate lodging and staging site needs when appropriate. Maintaining and updating databases to include relevant procedures; guidelines and checklists. Support any North Atlantic Mutual Assistance Group (NAMAG); New York Material Sharing Group (NYMSG); Northeast Gas Association (NGA); Southeast Gas Association (SGA) and any International District Energy Association (IDEA) efforts. Act as the Emergency Preparedness Officer (EMO) during Serious or higher ICS mobilizations. Support Corporate Emergency Response Center (CERC) activations and exercises, as required. Support the annual review/update and regulatory submittal process of Emergency Response Plans, as required and in a timely manner. Support timely coordination of accurate responses to external and regulatory requests for information. Support P-Card administration during emergencies, as needed. Contribute to the department’s monthly project tracker and weekly highlights in a timely manner. Support the maintenance of the Emergency Preparedness website and communication efforts. Compliance with Corporate and departmental training requirements. Timely completion of projects in accordance with the needs of the various organizations. Perform other related assignments, in addition to leading/participating in cross-functional teams, as appropriate and at the direction of Emergency Preparedness and Business Resiliency managers and leadership. Perform other related tasks and assignments as required.


Physical Requirements: Must be willing and able to travel anywhere within the CEI service territory, and must be able to perform support functions that may require working extended/non-standard hours including during nights, weekends, and holidays. Must also be able to travel outside of the CEI service territory for training, conferences, meetings, etc. Must be able to work in outdoor weather conditions, as well as inside any Company facility, with extensive walking, climbing, standing, and exposure to hot, cold, and/or noisy environments.



Must possess a valid driver’s license, and be able to drive a Company vehicle.

In this position, the Senior Specialist / Project Specialist will develop, promote and conduct the departments exercise and evaluation program, various preparedness trainings and support emergency liaison process with internal and external customer. The ideal candidate for this position must possess excellent oral and written communication, presentation, and strong interpersonal skills. Candidate must also have a proven ability to facilitate productive meetings/exercises with internal and external customers, solve complex problems, manage competing demands, prepare written reports, engage analytical skills and process-centered thinking, and participate in ad-hoc teams. The ability to effectively and diplomatically interact, and build relationships, with internal and external customers, support staffs, all levels of management, outside agencies, and emergency responders is required. Proficiency with Microsoft Office applications including Outlook, Word, Excel, PowerPoint, Visio, and Project is required. Experience in developing, conducting, and evaluating all types of exercises as well as leading and working within interagency ad hoc teams on emergency response or planning is preferred. The Project Specialist (2H) A Bachelor’s degree with 3 years of related work experience or Associates degree with 5 years of related work experience or High School diploma/GED with 7 years of experience required. Must have at least three to five years of project/program management, engineering or operational work experience.



Knowledge of Incident Command System principles, Homeland Security Exercise and Evaluation Program, and basic understanding of the operation of energy commodity systems (e.g., electric overhead and/or underground distribution systems, steam, gas, substations and transmission operations) is preferred. Must complete FEMA Exercise courses IS-120, IS-130 and Incident Command System 100, 200 300, and NIMS-700 within one year of hire.

Responsibilities: The primary objectives and responsibilities include promoting and supporting the Company’s commitment to the use of emergency management principles; the ICS during emergencies and exercises, and compliance with Corporate Instruction (CI) 260-4. This also includes overseeing and implementing the Department’s Emergency all hazard drill/exercise program and leading developing, designing, and conducting exercises and After Action Process, as required. Participate in the development and conduct the Mutli-Year Training and Exercise Program and annual Training and Exercise Planning Workshop. Act as the Emergency Preparedness and Business Resiliency Liaison Officer during Serious or higher ICS mobilizations and serve as the on call duty liaison and coordinate internal and external communications and field support, as required. Support Corporate Emergency Response Center (CERC) activations and exercises, and external agency Emergency Operations Center activations and exercises. Coordinate staffing, planning and exercises for Emergency Operation Center Liaison program. Support the annual review/update and regulatory submittal process of Corporate Coastal Storm Plan, and other contingency plans as required and in a timely manner. Effectively communicate emergency preparedness efforts and system information to relevant stakeholders. Develop and provide Con Edison system, emergency preparedness, exercise and ICS related training to internal and external customers. Serve as the Con Edison designee to support external stakeholder exercises, subcommittees and working groups. Timely coordination of accurate responses to external and regulatory requests for information. Support the Emergency Preparedness and Business Resiliency website and communication effort and ensure timely completion of projects in accordance with the needs of the various organizations.



Perform other related assignments such as leading or participating in ad-hoc teams to achieve specific Company goals. Ensures that the Company’s safety, health, and environmental procedures and programs are followed, safe work practices are adhered to, and the environment is fully protected in accordance with Company policy and governmental regulations.
