The selected candidate must have a Bachelor’s Degree with five years of demonstrated leadership experience managing teams with diverse responsibilities and projects complex in scope. The candidate must have customer service experience, proven interpersonal skills and the ability to drive results through collaboration with stakeholders. Qualifications: Energy Efficiency and Demand Management is a multi-faceted organization with core responsibilities for the development, implementation, marketing, monitoring and evaluation of energy efficiency and demand side management programs for electric and gas customers; relationship management of large-use customers; market research and analytics. Energy Efficiency and Demand Management will be doubling the size of its programs over the next three years to achieve new energy savings goals while offering customers more choices.

The Strategic Services section has an exciting opportunity for a highly motivated, results-driven professional to manage its finance, planning and analysis functions.


The Financial Planning and Analysis Manager is responsible for providing the overall direction and guidance in developing and implementing systems for analyzing, monitoring, verifying, forecasting and reporting on financial information for the Energy Efficiency and Demand Management department and managing the support staff. The Manager will develop the O&M budget and monitor results against the budget. The Manager will proactively collaborate with department staff to actively contribute to financial, operational, and business decisions. In addition, the Manager will develop plans to enhance cost control and on a monthly basis monitor, analysis and report on cost measurements, key business drivers, performance metrics, and KPIs.


Required Skillsets/Qualifications:

    Partner with energy efficiency program, demand response program and demand management program managers to develop the annual and five-year budgets, rolling forecasts and research monthly variances


    Report on financial results versus budgets and forecasts to the department and executives


    Manage Finance Planning and Analysis support staff


    Manage the month-end financial close and financial analysis and reporting process


    Identify key performance metrics and business drivers for the energy efficiency, demand response, and demand management programs


    Assist with the development of a departmental financial dashboard to capture key performance and financial information


    Implement and evaluate the department’s financial strategy and provide recommendations to support business strategy


    Manage projects to improve strategic planning, analysis and reporting


    Prepare and track the department’s O&M budget


    Develop the department’s annual Key Performance Indicators (KPIs) that align with the department’s strategic business objectives and manage the monthly KPI reporting process


    Coordinate with key stakeholders to oversee the development of financial internal controls, operational work flows, processes and procedures


    Manage the invoice and customer incentive payment processes and ensure allocations for invoice payments are accurate and complete

    Work with internal stakeholders to formulate recommended company positions and proposals on key issues and prepare position papers on energy issues relevant to our advocacy priorities.


    Work cross-functionally with Operations, Measurement and Evaluation, Market Research and Analytics, and Strategic Services teams within the department in order to help develop detailed and clear explanations of regulatory rules and constraints.

Maintain and update market research databases – including links to other company data sources – to enable more in depth and robust views of customers, including demographic and census data. Will use research results and data to provide actionable recommendations to company, organization, and department teams and programs on an ongoing and ad hoc basis. Manage and build relationships with existing vendors and consultants that provided research and data support.     Qualifications: The Specialist (Evaluation) in the Measurement, Verification and Evaluation section assists with identifying, analyzing and evaluating the impact of the energy efficiency and demand management programs. Responsibilities include assisting with the analysis of energy and financial savings research attributable to the programs. The position collaborates with various internal and external stakeholders. The selected candidate must have a Bachelor’s Degree in social or environmental/sustainability sciences, architecture, engineering, or related technical disciplines with a minimum of two to three years of relevant work experience. Additionally, candidate must have experience managing projects, processes, contracts and vendors while having excellent oral and written communications skills and excellent time-management/organizational skills and be proficient in Microsoft Office (Word, Excel, Power Point).



    Master’s degree in related disciplines is preferred with additional certifications which may include CMVP, CEM, and LEED. Experience with statistical software, analysis and research is preferred. Preferred knowledge of the demand side of management initiatives. Experience managing individuals or design teams, experience with vendor contract procurement and contract oversight, and Knowledge of Oracle or other business systems preferred.

    Responsibilities: Ensure implementation of Company safety, health and environmental programs for employees whose work is directed.     Coordinate with Program Delivery and Customer Engagement implementation of Measurement, Verification and Evaluation program conclusions and recommendations as prepared by the vendor s. Assist with the coordination of evaluation activities in support of the program's Quality Assurance/Quality Control (QA/QC) and Measurement and Verification (M&V) activities. Assist with the analysis of evaluation efforts, both process and impact studies, as required to support the development of energy efficiency, demand management and demand response programs. Assist with the review and reporting preparation of contract expenditures versus budget. Assist with the preparation of regulatory filings and supporting documentation in coordination with the department's regulatory staff. Maintain, monitor, track and respond to data requests and associated analysis of evaluation data. Assist in Company and storm-related emergencies as required. Perform other related tasks and assignments as required.



    Physical Requirements: Must have a valid driver’s license. Must be able and willing to travel within Company service territory, as needed. Must be able to participate in the Company’s emergency management processes and storm plans as required.
