The Gas Quality Assurance (GQA) Manager will be responsible for the oversight and management of the area GQA representatives. This Manager will provide leadership and direction to the overall activities of the area GQA representatives. The Manager performs administrative functions, such as management of budget and personnel issues, in a timely and professional manner. This Manager will be responsible for all aspects of the Public Service Commission (PSC) records and field annual audits. As part of this responsibility, the Manager will schedule the audits with the PSC, compile all requested records, lead close-out meeting discussions, write all drafted responses to audit findings, and perform any related tasks associated with the audits. A Bachelor’s degree in related field (Engineering, Business or Education is preferred) with 3 years applicable work experience or an Associate’s degree with 5 years applicable work experience is required. Prior experience in Gas Operations, regulatory compliance, or other related field is also required. Experience in regulatory audits and associated responses is required (gas-related experience in this category is preferred). Working knowledge of NYS and federal gas regulations applicable to pipeline safety preferred. Management/Supervisory experience is preferred. Demonstrated experience/understanding of scheduling, planning and coordinating group functions. Must possess strong oral and written communication skills. Familiarity with the Gas Inspections System (GIS), Byers/Visions and other Gas systems is preferred. Familiarity with Business Intelligence Dashboards and DataWarehouse is preferred. Must possess the ability to interface with all levels of union and management employees. Should possess informal leadership and interpersonal skills and have the ability to build rapport with internal and external stakeholders. Candidate must be detail-oriented and possess strong organizational skills to track and manage a variety of tasks in a fast-paced setting.




Responsibilities: Ensure implementation of Company safety, health and environmental programs for employees whose work is directed. Partner with and initiate benchmarking activities with other organizations and outside utilities. Interact with internal and external stakeholders at all levels to achieve project goals. Candidates should possess technical and mechanical ability in gas construction covered tasks and should be willing to work in both indoor and outdoor environments in all weather conditions. The candidate must have the ability to read and interpret maps and drawings of the gas and electric infrastructure. Responsibilities:



The nature of this job requires selected candidates to assist in the maintenance and repair of the gas distribution system in a safe and efficient manner. They will perform mandated inspection programs and respond to emergency calls.Candidates will be expected to work safely and are required to communicate clearly with their coworkers and customers. Selected candidates will be required to access/enter customer premises and have customer contact on a regular basis. The candidates will be expected to provide outstanding customer service and present a positive image of the company to customers. Selected candidates must also be able to work various shifts, rotating shifts, weekends, and/or holidays as required. Knowledge and skill are required, but not limited to, in the following areas: the use of excavating safe work practices; knowledge and the ability to use environmental policies and procedures; ability to perform standard maintenance functions; the use of hand and power tools; ability to safely operate a jackhammer (90lbs. in weight) for extended periods of time; ability to pinpoint leaks in gas mains and services; and ability to obtain certificates of fitness and/or licenses as required. Knowledge and use of a computer is required for this position. Must be able to work under minimal supervision.

Physical Requirements:



Selected candidates must be capable of pushing/pulling/lifting up to 90lbs in weight, working in confined spaces and underground structures, working in all outdoor weather conditions, and walking/climbing/standing extensively. Candidate must have the ability to safely drive a box utility truck weighing up to and/or in excess of 10,000 pounds. Must be medically approved and fit-tested to wear a respirator. All candidates must also successfully complete a physical ability test, in addition to the required written test and interview.

Must have demonstrated computer skills in Microsoft Office and Mainframe systems and the ability to coordinate with other departments.



Chosen employees from the union that are promoted will be placed on the TEAM program in an operating area outside of their current home organization. Once the TEAM program is completed requests to return to home organizations will be considered based on business needs. Positions are available in all areas of Construction. All applicants must fulfill the requirements of the Operator Qualification for a Gas Construction supervisor within one year of starting in the position. Positions are available in all areas. Some positions will require working a rotating shift..

Will direct and supervise field forces for the physical installation, removal, repair and replacement of gas mains and services in compliance with operating procedures, environmental laws and PSC guidelines. Ensure the safe, timely and efficient installation, maintenance, repair and inspection of gas mains, services and associated distribution equipment of varying pressure and composition in accordance with operating procedures, engineering plans and requirements of regulatory agencies, including all safety standard set by OSHA and U.S. DOT. Ensure that required training for self and field crews are completed in accordance with the training guidelines and title/position specific requirements, including operator qualifications, Environmental Health and Safety (EH&S), and Documented OJT’s. Ensure that all workout centers and job sites meet the highest standards related to "Environmental Excellence" as well as strict adherence to all City, State and Federal environmental laws, and the Con Edison Work Area Protection guidelines. Ensure that all field crews, both contractors and Company forces, are performing their work efficiently, safely and in accordance with Company specifications and procedures, as well as in strict adherence to PSC and OSHA competent person rules. Ensure the timely completion of system repairs to improve productivity and work practices/procedures. Will supervise field personnel in work activities, coach, schedule, train, and have appropriate safety discussions with personnel. Assign and dispatch field forces to work locations. Develop contingency work plans for crews in case the primary job cannot be worked. Ensure proper oversight of Company forces and contractor crews. Discuss and/or review daily job briefings with the crews, visit workout locations to verify safety and quality of work being performed, as well as to witness critical tasks being performed. Ensure that all required documentation is accurate and completed within a timely fashion, including, but not limited to: emergency sketches, as-constructed drawings, valve reports, leak reports (50-13Rs), time entry, contractor billing documents, and Job Site Safety Evaluations. Ensure that all required documentation is forwarded to the appropriate departments in accordance with Con Edison specification and procedures, such as emergency sketches to Gas Engineering, Control Room, and Supporting Organizations. Check work locations to ensure that all expectations are being met, and all items are accounted for, including but not limited to: proper housekeeping, appropriate PPE, sheeting and shoring as required, plating as required, debris pickup and barricade pickup, vehicle properly equipped, proper work area protection, valid permits and permit posting, proper controls of material, compliance with all work procedures and specifications. Schedule jobs in accordance with priorities as discussed with Field Operations Planner and Section Manager. Ensure proper area restoration upon completion of job, utilizing appropriate backfill techniques in accordance with Local Law 14, backfilling in lifts, and cut backs. Direct field crews at gas incident locations to ensure hazard removal in an expeditious and safe manner. Notify higher supervision on status of sensitive jobs. Enforce disciplinary rules and regulations. Prepare and/or assist with the preparation of cut out procedures for jobs involving L.P. mains greater than 12" and H.P. mains 4" and greater, in accordance with Gas Specifications. Perform other related tasks and assignments as required.


Physical Requirements: Must have a valid driver’s license. Must be able and willing to travel within Company service territory, as needed. The position requires working in all types of weather conditions when in the field, as well as climbing and working in areas of limited space. Must be able to respond to emergency conditions when called. Must be willing to work overtime, on all shifts and be on call 24 hours a day.

Qualifications: The newly created Technology Support Group is looking for a dedicated Project Specialist to join its team. The Project Specialist (2H) plans, organizes and executes large project work, programs and field activities to ensure that completion by contractor and company forces is within schedule and budget and in accordance with applicable specifications, drawings, safety, environmental and quality requirements. The successful candidate must possess either a Bachelor of Science degree in engineering, business or related field with five years of related work experience, or Associates degree with six years of related work experience, or High school diploma and seven years related work experience. Minimum of 5 years of experience in project management or related discipline is also required. Knowledge of the gas transmission and distribution systems and associated procedures, specifications and regulations is preferred. Knowledge of the various processes, forms and computer systems used by Gas Engineering and Operations is preferred. Must be able to exercise independent judgment and possess the ability to render sound business decisions. Must be well organized, detail oriented, flexible to handle multiple assignments and able to meet deadlines. Must possess superior oral, written and presentation communication skills and be able to effectively interact with customers, support staff, subordinates and various levels of management. Must be proficient in the use of Microsoft Office. Experience with project management software/systems is preferred.



Bachelor degree is preferred.

Responsibilities: Ensure implementation of Company safety, health and environmental programs for employees whose work is directed. Directly supervise three Specialists tasked with various project management activities. Indirectly manage three – five vendor employees. Provides technical review of required documents on Gas technology projects (business requirements, business process designs, vendor statements of work, etc.) for accuracy and completeness. Coordinate activities of project members with that of other departments and vendors so projects are completed on schedule, within budget and with required quality. Develops procedures to monitor and improve productivity of project team members and enhance the quality of project deliverables, reporting results to the Department Manager with recommendations for further improvement. Reviews purchase requisitions and contract documents for effective contract terms. Assist the Project Manager in coordinating the activities of the project team, including peers working on related projects. Monitors and controls project costs and takes corrective actions to minimize deviations. Provides status reports on budget and schedule as needed and elevates concerns to proper level of authority. Provides oversight of employees and vendors and recommends changes as deemed appropriate. Conducts meetings and critiques and monitors all aspects of the projects to ensure a successful conclusions and proper closeouts. May perform other related assignments as required, including representing Company at project meetings with governmental and community agencies, negotiating permits and providing direct supervision and monitoring of project activities. Perform other related tasks and assignments as required.


Physical Requirements: Must have a valid driver’s license. Must be able and willing to travel within Company service territory, as needed. Must be able to participate in the Company’s emergency management processes and storm plans as required.

Qualifications: The Gas Compliance & Regulatory Strategy section of Gas Compliance and Quality Assessment seeks to recruit a highly motivated, dedicated and forward-thinking professional to join its management team. A High School Diploma with a minimum of 5 years work experience OR Bachelor's Degree with 3 years minimum work experience is required. Work experience should be related to gas operations, compliance, quality assurance, quality control, or analytical research. Must have strong computer skills, including demonstrated experience with Microsoft Office Suite and working knowledge of Data Warehouse and Data Analytics tools. Must have a working knowledge of federal, state, and city regulatory code related to gas. Must have the ability to learn new things quickly.



Prior Auditing, Compliance, Regulatory interpretation or Quality Assurance experience preferred. Working knowledge of GIS, ECS, Byers, Data Warehouse, and CAD is preferred.

Responsibilities: Perform record and field reviews in a highly motivated manner that demonstrates a strong commitment to excellence and personal accountability. Participate in the development of procedures and standards as needed. Develop or implement quality standards, criteria, and goals in conjunction with the operating areas and continually measure performance with respect to specification and regulatory compliance. Report on status, goal attainment, and measures that mitigate or eliminate non-compliances. Responsible for examining work activities performed in the operating area including mandated inspection work, leak history reports, and documentation correctness. Monitor activities that have time based requirements, and conducts field visits to verify compliance. Review Company specifications and proposed changes to existing specifications and procedures. Perform analysis and reconciliation of past PSC Record and Field Audits and internal records reviews to identify areas of compliance improvement. Identify and recommend work practice changes where the operating areas can perform work functions more efficiently and effectively as it pertains to regulatory compliance. Develop innovative and effective strategies to improve the way we do business via a strong partnership with the operating areas to implement effective change to increase knowledge of, and adherence to, the specifications applicable to daily work and foster a strong culture of compliance. Work with internal computer applications including GIS, ECS, Byers, Data Warehouse and CAD to verify that all information systems properly report out discrepancies, deficiencies, and inspection status. Coordinate with the Gas Quality Assurance and Gas Quality Control teams to present and communicate review findings and/or lessons learned for future tracking and review. Act as liaison with the PSC Staff for Gas Operations during operational audits and incidents.

Qualifications: The Gas Operations Work and Resource Planning group is looking for a highly motivated individual to join its team as a Work Organizer. The individual must be proficient in Microsoft Word, Excel, Power Point, Access, and Outlook. Work experience in multiple Gas Operations or Construction disciplines is required. A Bachelor’s Degree and at least three years relevant work experience in Gas Operations, Gas Construction, or similar area, OR an Associate’s Degree and at least five years relevant work experience in Gas Operations, Gas Construction, or similar area, OR, a High School / GED and at least seven years experience in Gas Operations, Gas Constructions, or similar area. Excellent written and verbal communication skills are necessary.




Responsibilities: Support Gas Operations Construction, Distribution Services, or Technical Operations Department. Required to develop and implement short term work schedules and provide efficient work packages for the field crews that take into account date constraints and regulatory requirements, other work in the same vicinity, and prerequisite requirements. Investigate opportunities for work bundling. This position will work with the existing clerical supervision, operating field supervisors, planners, and managers to achieve the goals and objectives of Gas Operations. Conduct coordination meetings to ensure work schedule adherence and adjustments. Possess an understanding of Energy Services work flows and other emergent gas work. Effective work planning and interaction with operating organizations, as well as internal and external stakeholders required.


Physical Requirements: Must have a valid driver's license and be able to travel to various Coned territories as necessary.
