Qualifications: Facilities & Field Services (FFS), Astoria Operations is seeking a highly motivated and dynamic Field Operations Planner with strong organizational, communication, decision making, and leadership skills to plan, coordinate, and direct the activities and functions of Fleet Operations, including personnel and equipment, in support of company-wide organizational needs. Candidates must possess a high school diploma with at least five (5) years relevant work experience. An Associate’s Degree in Business, Engineering, or related field with at least four (4) years relevant work experience is preferred. Required: • Three (3) years related work experience in a supervisory position with proven ability to motivate and manage a union workforce. • Strong oral and written communication skills, including the ability prepare and deliver presentations. • Strong initiative and ability to develop implement process improvement and meet deadlines. • Ability to perform investigations and develop effective solutions to operation’s problems. • Superior analytical and problem solving skills and ability to exercise judgment to make sound business decisions. • Strong computer skills, including a working knowledge of MS Office applications. Preferred: • Experience planning oversized move route surveys and obtaining DOT and other transportation permits. • Knowledge of transportation regulations (FMCSA), environmental manifesting (RCRA/TSCA), and safety rules. • Experience utilizing work management software and planning tools.




Responsibilities: The successful candidate will be responsible for efficiently scheduling and coordinating all activities of Fleet Operations while ensuring compliance with company environmental, health, and safety (EH&S) policies and procedures along with maintaining a commitment to the company’s Way We Work Principles, Cultural Imperatives, Standards of Business Conduct, Equal Employment Opportunity (EEO), and security policies. These functions include the daily, weekly, and long-range planning of services such as hauling materials, tanker operations, mobile generator deployment, and hazardous and non-hazardous drum transportation. The candidate will be responsible for the effective and efficient support of material and equipment deliveries at all company locations and contractor facilities, as well as tanker transportation services for pickup and delivery of dielectric fluids and PCB contaminated oil and water. He/she will also supervise and plan the sequence of events for all major (over-dimensional load) moves and work with other FFS and company organizations to accomplish them safely, on-schedule, and with a focus on cost consciousness. This includes coordinating all transportation permits and associated paperwork required by Federal, City, and State agencies for legal transit, as well as providing quality control and analysis to ensure that all activities comply with FFS and Astoria Operations objectives. In addition, the candidate will serve as a liaison between Fleet Operations and customers, and develop programs and activities that enhance the customer’s experience. He/she will regularly review existing processes and develop and implement improvement strategies for support activities, along with facilitating employee involvement through inclusion to improve operations. Candidate will also be responsible to ensure that all safety and environmental regulations are incorporated in all work functions and employees are trained in those areas. He/she will ensure that all assigned equipment is maintained in good working condition and replacements and upgrades are requested in a timely manner with proper cost conscious considerations. Providing 24 hour response capabilities in the event of a substantial off-shift emergency or contingency is also the responsibility of the candidate. Additional: Develop, compile, and evaluate section and individual employee performance measures and standards to support the business objectives. Produce and maintain performance statistics for the department. Report on them regularly and develop programs to address issues raised in analysis performed. Assume the responsibilities for the Section Manager in his/her absence. Perform other related assignments as required.


Physical Requirements: Candidates must have the ability and willingness to work off-hours and weekends as necessary, in addition to providing 24-hour off-shift response to emergencies. They must have a valid driver’s license and the ability and willingness to travel within the Company’s service territory as required. Candidates must also be able to work outdoors in all weather conditions and wear all required PPE based on site conditions
