Qualifications: The Gas Compliance & Regulatory Strategy section of Gas Compliance and Quality Assessment seeks to recruit a highly motivated, dedicated and forward-thinking professionals to join its management team. The Project Specialist will perform Regulatory Strategy work within the Gas Compliance and Quality Assessment department The successful candidate(s) must promote a team-spirited work environment in support of the Corporation’s Values and Mission as well as the principles of The Way We Work. The successful candidate must possess Bachelor's Degree with 3 years minimum work experience is required. (Engineering, Business degree, or other related degree, is preferred) . Prior work experience should be related to gas operations, gas engineering, regulatory compliance, quality assurance, auditing, investigations or other similar fields. Must have strong computer skills, including demonstrated experience with Microsoft Office Suite. Must have the ability to learn new things quickly. Must have excellent interpersonal, oral and written communication skills and be able to effectively interact with various departments in a positive and constructive manner at all levels. Must have the ability to interact with internal and external customers. Must be flexible in handling multiple work assignments, changing priorities and different work schedules. Must be able to meet deadlines. The candidate must be able to exercise independent judgment and render sound business decisions. The ability to influence and persuade others is required.



Prior Auditing, Compliance, Regulatory interpretation or Gas Operations/Engineering experience preferred. A working knowledge of federal, state, and city regulatory code related to gas is preferred.

Responsibilities: Ensure implementation of Company safety, health and environmental programs for employees whose work is directed. Ensure that safe work practices are followed and the environment is fully protected in accordance with Company policy and governmental regulations. Perform Gas Operations compliance checks. PSC Special audits will be the focus of these compliance checks, which will include Gas Operations programs, such as: Distribution or Transmission Integrity Management, Drug & Alcohol, Operator Qualifications, Public Awareness, etc. Participate in all NY Public Service Commission special audits, as the lead point of contact for Gas Operations. Perform analysis and reconciliation of past PSC special audits and any pertinent internal reviews/audits to identify areas of compliance improvement. Be responsible for Gas Operations’ CEO Certification Matrix and associated regulatory database. Act as the Gas Compliance and Regulatory liaison with the PSC Staff for Gas Engineering (Distribution and Transmission) during PSC operational audits, special audits and incident investigations, as well as any other compliance related internal reviews. Manage the intake of all pending regulations that pertain to Gas Operations. Identify and analyze pending regulatory changes or new regulations in advance of rulemakings. Work with appropriate subject matter experts to understand the changes and develop schedules and deliverables, in order for Gas Operations to be ready for the regulation change. Project Manage all new or changing regulation requirements: including the development of schedules, deliverables, milestones, etc. Hold status meetings, as required, for all involved parties. Prepare status reports for various levels of managements and external audiences. Participate in external working groups (through the AGA and NGA), as needed. Perform other related tasks and assignments as required.


Physical Requirements: Must have a valid driver’s license. Must be able and willing to travel within Company service territory, as needed. Must be able and willing to respond to incidents and emergencies, as needed, to perform incident reviews. Must be able to participate in the Company’s emergency management processes and storm plans as required
