Qualifications: Central Construction is looking to recruit highly motivated, industrious and resourceful individuals to join the Central Construction team as Chief Construction Inspector. The successful candidates must be self-starters, responsible, articulate, and able to exercise good judgment and render sound business decisions. Knowledge of and experience with environmental laws and regulations, and OSHA rules and regulations for construction, to ensure environmental, health and safety compliance is required. Familiarity with and the ability to read, interpret, apply and enforce Con Edison’s drawings, specifications, and procedures is required. Knowledge/experience in contract administration, contract and material procurement and permitting processes and procedures is required. A Bachelor’s degree and 3 years work experience, or H.S. Diploma/GED and 5 years work experience in the construction management field is required. Must be computer literate and have a working knowledge of Microsoft office products, Outlook, Excel, Word, PowerPoint and Project. Selected candidates will be required to take and pass the courses mandated for this position and other training such as asbestos monitor, lead competency, work permits and incident command when necessary.



Bachelor degree in engineering is preferred.

Responsibilities: The Chief Construction Inspector (CCI) plans, directs, and supervises the activities of contractors performing various types of projects for Transmission, Substations, Generating Stations, Facilities and Remediation Construction. Ensures that all work is performed in strict compliance with all the applicable company specifications, standards, and procedures as well as all regulatory requirements. Acts as the Construction Supervisor or as an individual inspector on these projects and will have the major field responsibility for seeing them through to successful completion. Conducts field inspections to ensure that all company facilities are protected, supported and maintained in accordance with all engineering specifications. Must be totally familiar with all of the contract bid requirements/documents, and must interface with design, engineering, purchasing and estimating to obtain any required information and to resolve and correct technical, field or contract issues. Monitors all project costs and provides timely and accurate data and documentation required for contractor payments. Keeps accurate records, utilizing daily logbooks and computers, and provides data for monthly accrual requirements, schedule tracking and change order work. Ensures that all contract changes are processed in accordance with the Contract Administration Manual, and that all contractor performance is reported through the Contractor Oversight System. Negotiates with contractors and customers to reach fair resolutions. Maintains a flow of communication with peers and superiors and advises them immediately of any potential problems, extras, damages, injuries, or incidents with either regulatory officials or the public. Ensures that all company-supplied equipment or materials are ordered and delivered in sufficient time to meet the project schedules. Ascertains that contractors are manning the projects properly, and if not, take the necessary steps to ensure that they are. Reports all infractions as required by procedure and regulations to managers. Takes proactive action to ensure that all work is performed with the goal of zero injuries, and to minimize the potential for any environmental or community problems. Treats all regulatory and/or enforcement officials and public representatives with courtesy and professionalism, and ensures that their inquiries and requests are addressed fairly.

Physical Requirements: Position requires a valid driver's license to travel between various work locations within the Co Ed service territory. Position requires use of a personal vehicle on a mileage basis if no company vehicles are available. Position requires walking and climbing and candidates must be able to wear the proper PPE. Responsibilities: The Construction Manager ensures development and implementation of processes to ensure that field inspectors enforce and demand contractors to perform in strict compliance with specifications, applicable safety rules and regulations, and environmental laws. Will review preliminary project documents including appropriation requests, construction specifications and drawings to ensure clarity and project feasibility. Participates in project planning, design, and funding as well as the sequencing of multi contract projects. Provides technical review of construction documents for constructability, design criteria, costs, and the scheduling of work along with engineering and consultants during the construction package review process. Initiates the procurement process by preparing and submitting purchase requisitions for individual contracts. Prepares bid documents including bid lists, special conditions, letters of clarification, and notices to proceed. Conducts pre-bid site visits, works with purchasing and engineering for timely resolution of bidder questions. Interfaces with estimating for bid check submittals, and coordinates with purchasing for bid openings and pre-award meetings. Coordinates the activities of field personnel with that of other departments to maintain strict construction schedules in line with the overall project schedule. Monitors and controls project costs and takes corrective action to minimize deviations. Ensures that contractor payments and change orders to the base contract are properly documented and processed in a timely manner. Provides status reports on budget and schedules as needed and elevates concerns to the proper level of authority. Establish an effective line of communication with senior management of organizations being served by the group’s construction activities to facilitate the open exchange of shared goals and requirements to be accomplished through the completion of the projects. Communicates clearly to assigned personnel the importance of performing their duties safely including diligently employing the use of the appropriate personal protective equipment. Ensures proper technical oversight of field personnel and recommends changes as deemed appropriate. Initiates and conducts meetings, conducts field audits, inspections, and monitors all aspects of projects to ensure successful conclusion. Maintains expertise in environmental and safety procedures and provides leadership in field situations when required. Acts as the liaison for the company with governmental agencies and community groups as needed. Ability to analyze field construction documentation to support payments or claims is required. The successful candidate will understand capital, O&M and operating budgets, and will be well versed in the construction contract administrative process. Strong computer skills in Microsoft Excel, Word, and PowerPoint are required. Knowledge of all Environmental, Health and Safety procedures related to Construction Management Public Improvement work is required. Responsibilities: The Department Manager provides leadership and acts as the primary interface between the multiple borough Public Improvement field organizations and the municipal agencies and contractors on all major infrastructure projects. This position ensures that safe work practices are followed and that the environment is fully protected in accordance with company policy and government regulations. The incumbent will provide expert advice and counsel and collaborate with the borough managers, as appropriate, during the development of the interference engineering packages with respect to proposed relocation work or protection and support plans. Ensures that productivity improvements are realized on an annual basis through improved utilization of resources and strategic initiatives. Tracks and monitors Key Performance Indicators (KPI) to attain the goals established by the Corporation. Responsibilities: The Project Specialist is responsible for supporting the General Manager and area Construction Managers with the review and evaluation of compliance issues/concerns and risk mitigation within the organization as well as with contractor resources performing gas mains and services installation. This includes contractor resource management, qualifications risk management, specification and procedural compliance, audit responses and corrective action execution. The Project Specialist will also provide support with KPI tracking and contract administration including review and revision of the trenching manual and special conditions as well as coordinate meetings with internal and external sources. The Project Specialist will ensure that safe work practices are followed and the environment is fully protected in accordance with Company policy and governmental regulations. Qualifications: The Construction Quality Assurance section (CQA) is seeking to recruit a Sr. Specialist to support its role across Central Operations. Successful candidates will be highly-motivated, goal-oriented and demonstrate a strong commitment to improving contractor oversight and contract administration. A High School Diploma / GED and minimum of 6 yrs. work experience or a Bachelor Degree and 3 years work experience is required. A minimum of 2 years management experience in utility operation, utility construction or utility contractor oversight is required. The successful candidates will be familiar with Gas and Electric specifications/procedures and work processes. Must have excellent organizational, interpersonal, leadership, and communication skills. The candidate should possess excellent analytical skills with ability to evaluate work production, productivity impacts, risks and trends. Strong computer skills, including proficiency with Microsoft Office Suite is required. Successful candidate will possess working knowledge of applications that support Central Operations i.e.; COMPASS, POCA/POCR, Maximo, Layout Tracking, Project Wise, and Contractor Oversight System.



A minimum of 2 years work experience within a formal quality control/assurance environment is preferred. Experience in Construction, Steam, Substation Station Operations System and Transmission Operations or Central Engineering is also preferred.

Responsibilities: The Sr. Specialist ensures that safe work practices are followed and the environment is fully protected in accordance with company policy and governmental regulations. Supports the quality assurance activities of Central Operations by performing reviews and inspections of contractor oversight and contract administration. The Sr. Specialist will be one of a team of Sr. Specialists that will collectively possess a variety of skills broad enough to analyze and evaluate the financial and procedural controls to ensure accuracy of reporting and reconciliation of payments. Utilizes strong time management skills to analyze, plan, organize, lead and execute detailed reports of field work observation and supporting documentation. In a continuous team environment, partners with the Operating Organizations to accomplish a series of in-progress and post-work evaluations measuring the effectiveness of risk mitigation. Will facilitate briefings between CQA and the Operating Areas for the initiation, status update, exiting and final draft of evaluations. Prepares root cause analysis reports for damages and major incidents and communicates lessons learned from previous reports, observations, trends and examination of identified areas for improvement. Participate in various cross-organizational team assessment efforts that seek to improve process and procedures. Promote quality management understanding and self-assessment activities by highlighting successful results found within Central Operations and all of Con Edison. Manage all aspects of presentations and reports, including writing, editing, preparing graphics and presenting as needed. The Sr. Specialist will participate in all Construction Quality Assurance activities guided by the expectations written in CQA Standard Operating Procedures.

Associates degree in Civil Engineering or Survey with 7 years of work experience in planning and supervision of survey work will be considered for this position.

Ensures all requirements for DEP and DOT permits are met. Acts as a liaison with various governmental agencies on survey related issues. Strives to improve productivity and the work performance of the field forces. Reviews relevant procedures and specifications with employees for compliance, accuracy, and employee development. Openly communicates the importance of working the plan, safety, environmental awareness and the importance of proving excellent customer service. Must be committed to fostering a Zero Accident Culture, Achieving Operational Excellence and Developing an effective Cost Management Culture and Enhancing customers experience. May perform other related assignments/special project as required.
